جنيف، 26 شباط/فبراير 2019 / بي آر نيوزواير/ — أعلنت المملكة العربیة السعودیة تقديمها دعماً إضافیاً للیمن، وذلك في إطار خطة الاستجابة الإنسانیة العاجلة بالیمن والتي أقرتھا الأمم المتحدة لعام ٢٠١٩ ویبلغ ٥٠٠ ملیون دولار أمریكي، ليرتفع بذلك حجم الدعم الذي قدمته المملكة لمساعدة الشعب الیمني الشقیق إلى ١٤ ملیار دولار منذ بدایة ٢٠١٤ حتى الآن.

وأوضح سفير خادم الحرمين الشريفين لدى الجمهورية اليمنية والمشرف على البرنامج السعودي لتنمية وإعمار اليمن محمد بن سعيد آل جابر، أن المملكة حرصت منذ عقود على دعم الاقتصاد الیمني، ويستذكر المجتمع الإنساني والتنموي المنح التي تعهدت بها الدول في الأعوام 2006-2014 م، حيث كان للمملكة العربية السعودية الحصة الأكبر بما يعادل 43% من إجمالي تعهدات (المانحين الدوليين)، كما دعمت المملكة اليمن خلال عملية الانتقال السياسي السلمي الذي شهدته بين عامي 2012 و 2014 بمبلغ تجاوز 7 مليار دولار، مما ساهم في تحسن الوضع الاقتصادي والمعيشي للمواطن اليمني ، إلى جانب ماتم تقديمه ضمن خطة الاستجابة الإنسانية التي أعلنتها الأمم المتحدة حيث تم دعم البنك المركزي الیمني بمبلغ ٢.٢ مليار دولار اضافة الى الوديعة السابقة بقيمة مليار دولار، وتم وضع آلية مشتركة مع الحكومة اليمنية لإصدار اعتمادات بنكية للموردين اليمنيين لشراء السلع الغذائية الأساسية تجاوزت قيمتها حتى اليوم أكثر من 650 مليون دولار أمريكي.

وأضاف آل جابر، بلغ الدعم المقدم من المملكة والإمارات والكويت خلال العام 2018 مليار و750 مليون دولار، وجه نسبة كبيرة جدا منه للأمن الغذائي وهو ما حقق تغطية كاملة لهذا الاحتياج، خلاف 64 مشروعاً بتكلفة تقدر بـ 458 مليون دولار نفذها مركز الملك سلمان للإغاثة والأعمال الانسانية، في مجال الأمن الغذائي في جميع المحافظات اليمنية دون تمييز ، إضافة إلى ما قدمه الهلال الأحمر الإماراتي والكويتي، وقبيل أشهر قليلة أعلنت المملكة والإمارات منحة بقيمة 70 مليون دولار لليونيسيف لدفع رواتب المعلمين في جميع أنحاء اليمن لإيماننا بأن غذاء العقول لا يقل عن غذاء الأبدان.

وأكد آل جابر “نؤمن في المملكة بأن تمكين المواطن اليمني الشقيق من أن يجد مصدر الدخل وفرصة العمل لتوفير احتياجاته الغذائية والمحافظة على الكرامة الإنسانية وعلى شعوره بالقيمة والإقبال على العمل والانتاج، ومن هنا تأتي استراتيجية بلادي في المساعدة على خفض البطالة بين اليمنيين، وربما لا يعلم البعض منكم سيداتي وسادتي بأن هناك قرابة المليوني يمني يعملون في المملكة يسهمون بشكل كبير في ضخ العملة الأجنبية إلى اليمن من خلال تحويلاتهم التي تقدر سنوياً أكثر من 4 مليار دولار، لإعالة عائلاتهم في اليمن حيث يستفيد منها أكثر من 14 مليون يمني يمثلون 50% من الشعب اليمني، ومن الجدير ذكره هنا أنه خلال 2018 أصدر فريقي القنصلي في سفارة المملكة لدى اليمن 82 ألف تأشيرة عمل لليمنيين والعدد في ازدياد”.

وأشار آل جابر إلى أن الدعم الذي قدمته المملكة للأشقاء في الیمن لم یقتصر على توفیر الغذاء والمساعدات الإنسانیة لملایین المستفیدین بالتعاون والشراكة مع مركز الملك سلمان للأعمال الإنسانیة والإغاثیة وبقیة المنظمات الإنسانیة الإقلیمیة والدولیة، بل تجاوز ذلك الى دعم اليمن بالعدید من البرامج والمشاريع والمبادرات التي ینفذھا البرنامج السعودي لتنمیة وإعمار الیمن في ٧ مجالات وھي: الصحة والتعلیم والطاقة والنقل والمیاه والزراعة والثروة السمكیة، التي كان من شأنھا دعم الاقتصاد وتثبیت الأمن والاستقرار وتوفیر فرص العمل للأشقاء الیمنیین.

ونوه  السفير آل جابر بأھمیة المنحة السعودية من المشتقات النفطية والتي تم توجیھھا لمحطات الكھرباء في الیمن، وبلغ حجم ھذا الدعم ٦٠ ملیون دولار شھریا، ما أسھم بشكل فاعل في استمرار إیصال التیار الكھربائي للعدید من المحافظات دون انقطاع، واستفاد منها ١٨ ملیون شخص، وھذا أمر لم یكن واقعاً حتى قبل انقلاب میلیشیا الحوثي على الشرعیة، بالإضافة إلى أن ھذا الدعم وفر من میزانیة الحكومة الیمنیة، ما أسھم بشكل فاعل في صرف رواتب موظفي الدولة الیمنیة، لاسیما العاملین في المجال الصحي والتعلیمي وتمكن الحكومة اليمنية من تعزيز امكانياتها لتنفيذ مشاريع خدمية.

وذكر السفیر أنه تم إنفاق دعم المملكة والامارات والكويت على برامج ١٢ منظمة تابعة للأمم المتحدة تعمل في ١١ قطاع منھا: الأمن الغذائي، الصحة، المیاه، الصرف الصحي، بالإضافة إلى الشراكة مع ٨٦ شریك من المنظمات التابعة للأمم المتحدة والمنظمات الدولیة مما كان له الأثر الكبیر على المجتمع الیمني.

هواوي تطلق حل شبكة النقل المتقارب الجاهزة لشبكة 5 جي ما يساعد المشغلين على بدء إطلاق شبكة 5 جي

برشلونة، إسبانيا، 26 شباط/فبراير 2019 / بي آر نيوزواير/ — في مؤتمر الجوال 2019، أطلقت هواوي حل شبكة النقل المتقارب الجاهزة لشبكة الـ 5 جي. وسيساعد هذا الحل على بناء شبكة نقل تدعم كل الخدمات، ما يساعد المشغلين على إطلاق تطوير شبكة الـ 5 جي عبر نقل الـ 5 جي المبسط والنشر السريع للشبكة. وقد حازت هواوي حتى الآن على 40 عقد لنقل الـ 5 جي التجارية.

تتوقع جي أس أم أيه  أنه بحلول العام 2025 سيكون هناك 1.3 مليار مستخدم للـ 5 جي و 1.36 مليار جوال من أجهزة الهاتف الخلوي 5 جي حول العالم مع تغطية بنسبة 40 % لشبكة 5 جي. لإنشاء شبكات  5 جي، يجب إعداد شبكات النقل مسبقًا. تحتوي شبكات 5 جي  على ثلاث حالات استخدام رئيسية، ما يجعل عرض النطاق الترددي للشبكة أكبر بمقدار أكثر من 10 مرات  و 10 مرات أكثر من التعقيد في عمليات الشبكة والصيانة، وأكثر من  100ارتباط. هذه هي التحديات الأساسية التي سيواجهها المشغلون عند بناء شبكات نقل 5 جي  للمستقبل. خلال هذه العملية، سوف يحتاج المشغلون إلى النظر في قدرات التطور المستقبلية لشبكات النقل الخاصة بهم.https://prnewswire2-a.akamaihd.net/p/1893751/sp/189375100/thumbnail/entry_id/1_eq71z3ag/def_height/400/def_width/400/version/100011/type/1

وقال جيفري جاوـ رئيس خط منتجات هواوي راوتر وكارير إيثرنت: “يجب على المشغلين التفكير بشكل منهجي في احتياجات أعمالهم في العقد المقبل عند بناء شبكات نقل 5 جي. وعبر هذه العملية، نعتقد أنه يجب على المشغلين أن يأخذوا في الاعتبار ثلاثة معايير رئيسية: تكاليف ترقية عرض النطاق الترددي بأسعار معقولة، ونقل 4 جي و 5 جي المتقاربة، والتشغيل والصيانة المؤتمتة الكاملة للشبكة.”

ولتلبية احتياجات المشغلين أطلقت هواوي حل 5 جي لشبكات النقل المتقارب، ما يمكن المشغلين العالميين من زيادة قيمة أعمالهم من خلال تقديم ثلاث قدرات أساسية.
تم بناء حل شبكات النقل المتقاربة 5 جي  على أول جهاز توجيه 50 جي إي في الصناعة وحل 5 جي مايكرويف القائم على أساس تعديل سعة النبضة المكونة من أربعة مستويات. وينتج عن ذلك 10 غيغابايت في الثانية للمواقع وتكلفة تشغيل أقل بنسبة 30٪ . بالنسبة لسيناريوهات الوصول بالألياف البصرية، يدعم جهاز التوجيه إرسال الألياف أحادية الاتجاه مما يقلل التكلفة لكل بت بنسبة 30٪ وموارد الألياف المطلوبة بنسبة 50٪. بالنسبة للسيناريوهات غير المتعلقة بوصول الألياف البصرية، يمكن لحل هواوي مايكروويف 5 جي توفير إمكانية الوصول إلى 10 غيغابايت في الثانية عبر أي نطاق ترددي. كما أنه يوفر إمكانات مرنة لتوسيع القناة بحيث لا يتطلب الأمر سوى زيارة موقع واحد فقط لتوفير الخدمة، ما يقلل من تكلفة التشغيل الإجمالية للمُشغلين بنسبة 30٪.

يستخدم حل شبكة النقل المتقاربة 5 جي أول حل SR and SRv6  تجاري في الصناعة، ما يتيح التطور السلس من MPLS إلى بروتوكولات SR و SRv6دون أي تداخل بين خدمات 4 جي و5 جي. يدعم حل نقل 5 جي من هواوي بروتوكولي MPLS و SRبحيث يمكن للمشغلين استخدام بروتوكولي SR و SRv6 لنشر خدمات 5 جي من النهاية إلى النهاية، مع استخدام بروتوكول MPLS في نفس الوقت لخدمة شبكة 4 جي. وهذا يعني أنه يمكن نشر خدمات جديدة مع ضمان استمرارية الخدمات القديمة.
وإذ بني على الهيكلية المبرمجة لمعالج الشبكة، يوفر حل SR و SRv6 التطور السلس من بروتوكولي MPLS  إلى SR  و SRv6 دون أي تغييرات في الأجهزة.

يقوم أول محرك شبكات سحابي في الصناعة بدمج التحكم في الشبكة والإدارة والتحليل مما يتيح لحل شبكة النقل المتقارب 5 جي لدعم التشغيل المؤتمت والصيانة الكاملة طوال دورة حياة شبكة النقل بأكملها. يدعم محرك الشبكات السحابي من هواوي التحكم والإدارة الموحدين لشبكات النقل 4 جي و5 جي، ويوفر واجهة الآلة إلى الآلة التي تقودها الموديلات بدلاً من واجهة الإنسان الآلة. وهذا يقلل من الوقت اللازم لتقديم الخدمة من ساعة إلى دقائق. وتقنيات الذكاء الاصطناعي للقياس تعني أن الأمر يستغرق دقائق بدلاً من ساعات لاستكمال عملية ترسيم الخطأ.

كما يمتلك محرك الشبكات السحابي إمكانات تحليلات البيانات الكبيرة التي تتيح اتفاقيات مستوى الخدمة المرئية وتوسيع وتحسين شبكة النقل المستهدفة.

Saudi Arabia Donates an Additional USD $500 Million to Yemen Humanitarian Response Plan

GENEVA, Feb. 26, 2019 /PRNewswire/ — The Kingdom of Saudi Arabia announced on Tuesday that it is contributing USD $500 million in new funding for the UN-approved Yemen Humanitarian Response Plan (YHRP) for 2019. This donation increases the support provided by the Kingdom to help the Yemeni people to more than USD $14 billion since the start of 2014.

The announcement of the latest funding was made by His Excellency Dr.Abdullah Al Rabeeah, Advisor to the Royal Court and General Supervisor of the King Salman Humanitarian Aid and Relief Center (KSrelief), during the annual High-Level Pledging Event of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) held in Geneva.

“I am pleased to announce that Saudi Arabia is donating USD $500 million to finance the Yemen Humanitarian Response Plan approved by the United Nations for 2019,” Dr Al Rabeeah said in his speech.

He said Saudi Arabia is pleased to announce its readiness to host the Yemen pledging conference in 2020 in the Saudi capital Riyadh.

Dr Al Rabeeah said the new funding is in addition to recently announced aid such as “Imdaad” initiative to support food security and nutrition in Yemen, for the amount of USD $500 million split equally between Saudi Arabia and the United Arab Emirates, as well as a payment of USD $70 million split equally between Kingdom and the UAE to help pay teachers’ salaries in Yemen. He also cited the programs and initiatives by KSrelief, and the Saudi Development and Reconstruction Program for Yemen (SDRPY), which aims to implement development program to support the stability of Yemen.

“We meet today as the Yemeni people look forward to the outcome of our meeting to overcome the humanitarian, security and economic challenges that they face because of the inhumane practices of the Houthi militias. Despite the great efforts of the United Nations and the international community, Yemen is still suffering a lot because of the intransigence of these militias and their failure to respond to the resolutions of the United Nations and the international community,” he said in his speech.

“Humanitarian action in Yemen faces significant challenges as a result of the negative practices of these militias, which obstruct the access of humanitarian aid and seek to target and seize it,” Dr Al Rabeeah said, adding that 12 of these breaches have been monitored since the signing of Stockholm Agreement and up to now, including the laying of mines and the denial of access to the Red Sea Mills in Hodeidah.

The ambassador of the Custodian of the Two Holy Mosques and the supervisor of the Saudi Development and Reconstruction Program for Yemen (SDRPY), Mohammed bin Saeed Al Jaber said that the Kingdom has always been keen to support the Yemeni economy and the Central Bank of Yemen, with USD $2.2 billion most recently in addition to the previous deposit of USD $1 billion.

Al Jaber said the Kingdom has always been, and continues to be, the largest supporter of Yemen and the United Nations Humanitarian Response Plan announced in 2018.

To help fund that plan, Saudi Arabia and the UAE have provided USD $1 billion, split equally, while Kuwait donated USD $250 million. USD $70 million of the total has been allocated for the rehabilitation of ports and roads, and providing cranes in the ports of Aden, Mukalla, Nishtun and Socotra. This initiative aimed to increase the capacity of these ports, and the volume of relief and trade imports, which reached 2.7 million metric tons of foodstuffs, fuel products, medical supplies, and other materials during the first half of 2018.

In addition to this, he said there were various programs and initiatives being implemented by SDRPY in health, education, energy, transport, water, agriculture and fisheries to support the economy, maintain security and stability, and provide employment opportunities for the brotherly Yemeni people.

The support provided by Saudi Arabia to the Yemeni people, in partnership with KSrelief as well as international and regional humanitarian organizations, was not limited to providing food and humanitarian assistance to millions of beneficiaries, but also includes supporting Yemen with oil derivatives, Al Jaber said. He stressed on the importance of this support of USD $60 million monthly to Yemen’s electricity stations, which contributed effectively to the continued delivery of electricity to many Yemeni governorates without interruption, benefiting 18 million people.

He said that the support has also contributed to easing pressure on the Yemeni government budget, effectively contributing to the disbursement of salaries of state employees, especially health and education workers, and helped the Yemeni government to strengthen its capacity to implement service projects.

Al Jaber said that the financial support provided by Saudi Arabia, UAE and Kuwait has been spent on the programs of 12 United Nations organizations operating in 11 sectors, including food security, health, water, and sewage, in addition to partnerships established with 86 United Nations and international organizations, which have had a significant impact on Yemeni society.
