Israeli, Palestinian figures propose two-state confederation

Israeli and Palestinian public figures have drawn up a new proposal for a two-state confederation that would allow Israeli settlers to take legal ownership of Palestinian land illegally settled on. The plan will be presented to a senior US official and the UN secretary-general this week.
