Israeli and Palestinian public figures have drawn up a new proposal for a two-state confederation that would allow Israeli settlers to take legal ownership of Palestinian land illegally settled on. The plan will be presented to a senior US official and the UN secretary-general this week. It also includes several other controversial proposals, and it’s unclear if it has any support among leaders on either side.
