European Investment Bank opens office for the West Bank and Gaza

The European Investment Bank (EIB), the long-term lending institution of the European Union and the world’s largest international public bank, formally opened its first office covering the West Bank and Gaza at a ceremony held yesterday in Ramallah, alongside confirming record support, backed by the European Union, for Palestinian business investment and new cooperation with the World Health Organization to improve public health.

The new dedicated local presence will enhance technical and financial support for private and public investment and will be located within the European Union Representation to the West Bank and Gaza in Jerusalem.

The new EIB office was formally opened by Werner Hoyer, President of the European Investment Bank, Gelsomina Vigliotti, Vice President of the European Investment Bank, Feras Milhem, Governor of the Palestine Monetary Authority, and Sven Kühn von Burgsdorff, European Union Representative.

They were joined by Khaled al Ossaily, Minister of National Economy, and Mohammad Mustafa, Chairman of the Board of Directors of the Palestine Investment Fund, and attended by Palestinian political, business and banking leaders, European Union ambassadors and international financial partners.

New EIB supports priority investment to strengthen economic recovery from the COVID-19 pandemic and improve public health, including the largest ever EIB backing for Palestinian business investment, the first dedicated financing for business investment co-funded by the European Union in Gaza and the first cooperation between the European Investment Bank and World Health Organization to support public health in Palestine was announced at the opening ceremony.

US lawmakers introduce bill that recognizes the Nakba

A number of US congress members Monday introduced to the US house a bill that recognizes the Palestinian Nakba, the forced expulsion and ethnic cleansing of some 750,000 Palestinians by the Zionists 74 years ago and turning them into refugees to establish a Jewish-majority state in Palestine.

The bill is cosponsored by US-Palestinian congresswoman Rashida Tlaib and fellow progressives Betty McCollum, Marie Newman, Ilhan Omar and Alexandria Ocasio-Cortez.

“Today, I introduced a resolution recognising the Nakba (catastrophe), where 400 Palestinian towns and villages were destroyed, over 700,000 Palestinians uprooted from their homes, and made refugees,” Tlaib tweeted on Monday after introducing her resolution to the US House of Representatives.

“We must acknowledge that the humanity of Palestinians is being denied when folks refuse to acknowledge the war crimes and human rights violations in apartheid Israel.”

Meanwhile, the US Campaign for Human Rights described the submission of the bill as a “historic moment”.

“We are proud to endorse Congresswoman Tlaib’s principled Nakba Day resolution,” said Sana Siddiq, USCPR’s Manager of Policy and Advocacy Campaigns. “To acknowledge the historic and ongoing injustice of Israel’s ethnic cleansing of the Palestinian people is a vital first step. By recognizing this history, we can shift U.S. foreign policy toward justice and accountability.”

Israeli police detain an injured Palestinian man while at his hospital bed

Israeli police today detained an injured Palestinian man when he was at West Jerusalem’s Shaare Zedek Hospital, according to WAFA correspondent.

She said that Israeli forces handcuffed Nader al-Sharif to his bed despite his serious condition and assaulted a number of his relatives who were with him at the time.

Al-Sharif was one of 71 Palestinians who were injured last night when scores of heavily-armed police brutally assaulted hundreds of mourners marching in the funeral procession of his brother, Walid, on their way to bury him at a cemetery in the center of East Jerusalem’s business district.

Walid al-Sharif, 23, died of a critical head injury he had sustained from Israeli police gunfire on April 22 when police stormed Al-Aqsa Mosque and attacked worshippers on an early morning on the third Friday of the holy fasting month of Ramadan.

Nader al-Sharif’s family said the health condition of their son, Nader, remains unstable and very serious as he suffers from fractures in the skull and bleeding in the brain.

Nader has also lost his left eye as a result of being hit by a rubber-coated steel bullet during the funeral procession.

Attorney Mohammad Mahmoud later said that Nader al-Sharif is not detained, but that he remains in critical condition at the hospital due to the shrapnel in the eye, the fracture in his skull, and the internal bleeding.

He said the police came to the hospital to get this family out of the hospital and to prevent gatherings.

Cancer-stricken former prisoner dies due to complications from medical negligence

A Palestinian cancer-stricken former prisoner Monday evening died due to complications from Israeli medical negligence at the time of his detention, according to the Palestinian Prisoner’s Society.

PPS said that Ihab al-Kilani, a resident of Nablus city, passed away a month after being released from Israeli imprisonment.

It pointed that al-Kilani was diagnosed with terminal cancer shortly after ending his 6-month administrative detention term during which he was subject to deliberate medical negligence.

The last time al-Kilani, a father of four, was arrested was in October 2021, and he spent four years and a half in Israeli imprisonment, mostly placed under administrative detention.

PPS presented statistics showing that 22 Palestinian prisoners in Israeli custody are suffering from different degrees of cancer, most notably Nasser Abu Hamid, a 49-year-old resident of Al-Amari camp who has been detained since 2002 and is serving seven life sentences and an additional 50 years in prison.

PPS added that 600 prisoners are sick, including 200 who suffer from chronic diseases, while holding the Israeli occupation authorities fully responsible for al-Kilani’s death and its repercussions.

Israel’s widely condemned practice of administrative detention that allows the detention of Palestinians without charge or trial for renewable intervals ranging between three and six months based on undisclosed evidence that even a detainee’s lawyer is barred from viewing.

The US State Department has said in past reports on human rights conditions for Palestinians that administrative detainees are not given the “opportunity to refute allegations or address the evidentiary material presented against them in court.”

Amnesty International has described Israel’s use of administrative detention as a “bankrupt tactic” and has long called on Israel to bring its use to an end.

According to the latest figures from Addameer, the Palestinian Prisoner Support and Human Rights Association, there are currently 4,450 Palestinian political prisoners in Israeli prisons and detention centers.

This number includes approximately 530 Palestinians placed under “administrative detention”, that allows the detention of Palestinians without charge or trial for renewable intervals ranging between three and six months based on undisclosed evidence that even a detainee’s lawyer is barred from viewing.

Mass arrest of Palestinians is nothing new. According to a 2017 report by Addameer, over the past 50 years, more than 800,000 Palestinians have been imprisoned or detained by Israel, this figure is now believed to be closer to 1 million. This means that about 40% of Palestinian men and boys living under military occupation have been deprived of their freedom. Almost every Palestinian family has suffered the imprisonment of a loved one.

Dozens suffocate as Israeli forces crackdown on students in Hebron

Dozens of Palestinians and students today suffocated as Israeli soldiers cracked down on students near the Ibrahimi Mosque in the occupied West Bank city of Hebron, according to WAFA correspondent.

He said the heavily-armed manning the checkpoint, west of the Ibrahimi Mosque, opened fire towards students as the latter were on their way to schools, causing dozens to suffer from the effects of tear gas inhalation.

Nine Palestinian schools are located in the H2 area of Hebron, which falls under Israel’s civil and military control and remains at the most risk of attacks. School children have to access the military checkpoints of Qitoun Checkpoint/209 and Checkpoint 160/29 in the H2 area to access their schools.

The area, which houses 32,000 Palestinians, is considered the most vulnerable to Israeli forces and settlers’ attacks which are regular enough to create a constant climate of fear and terror for students and their teachers, generating among them great psychological distress and anxiety and severely reducing levels of educational attainment.

Attacks on education by Israeli military forces and Israeli settlers in the Palestine constitute grave violations of children’s rights to education and development. These attacks are particularly prevalent in the most vulnerable areas of the West Bank – Area C, H2 and Jerusalem.

The city of Hebron, which houses the Ibrahimi Mosque, is home to roughly 160,000 Palestinian Muslims and about 800 Israeli settlers who live in compounds heavily guarded by Israeli troops.

Israel has expelled the only international monitors protecting Hebron’s Palestinians from 800 heavily guarded settlers, one of whom committed the 1994 massacre that triggered their deployment.

Photojournalist survives Israeli settlers’ attempted car-ramming attack near Nablus

Photojournalist Jaafar Shtayeh today survived an attempted car-ramming attack by an Israeli settler close to Huwara military checkpoint, south of the occupied West Bank city of Nablus.

Shtayeh, who works as a photojournalist for the French Agency (AFP), told WAFA that he was near the military checkpoint to report on the incident involving injuring Ismail Abu Sabra by Israeli military gunfire, when all of a sudden a settler driving a bus attempted to run him over.

He added that this was deliberate, noting that news coverage has recently become more dangerous and that the Israeli forces and settlers target directly journalists aiming to silence the truth.

International officials: Masafer Yatta Palestinians should be allowed to stay in their homes with dignity

After yesterday visiting Masafer Yatta, south of the southern West Bank city of Hebron, international officials said Masafer Yatta Palestinians should be allowed to stay in their homes with dignity.

The visit to the Masafer Yatta area, organized by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in the occupied Palestinian territory, came to meet with and listen to Palestinian residents at risk of forcible transfer following an Israeli High Court ruling that gave the army the green light to demolish a dozen Masafer Yatta communities.

“Following the recent court ruling on Masafer Yatta, I call upon the Israeli government to allow residents to remain here with dignity,” states the acting Humanitarian Coordinator, Samer Abdel Jaber. “Living here in safety is what residents wish for, as some of them told us today. We, the international community represented here, are committed to support them.”

The visit to Masafer Yatta was attended by officials from five UN Agencies and 11 NGOs, as well as by diplomats representing 24 countries, including Denmark, Finland, France, Germany, Mexico, the Netherlands, Norway, Turkey, the United Kingdom, and the European Union.

“As the occupying power, the Israeli authorities’ responsibility is to protect Palestinian civilians,” Abdel Jaber stressed. “Forcing 13 communities out to make room for military training is contradictory to that imperative, and simply inhumane and illegal.”

On 4 May, the Israeli High Court approved the eviction of Palestinians living in Masafer Yatta to make room for Israeli military training. About 1,200 people, including 580 children, are now at imminent risk of forced eviction and displacement. They stand to lose their homes, belongings, access to water, livelihoods, primary health facilities and schools. This could amount to forcible transfer, a grave breach of international humanitarian law, and thus a war crime, said the UN agency.

Israel informs Palestinian landowners near Bethlehem of the appropriation of their lands

The Israeli military government today informed three Palestinian landowners in the village of Wad Foukin, west of the southern West Bank city of Bethlehem, of its decision to seize around 40 dunums of their lands, according to a local official.

Ibrahim al-Hroub, head of Wad Foukin village council, told WAFA that the Israeli military is going to seize 10 dunums owned by one family and 30 dunums from another two families. The lands are located west of Wad Foukin village.

He said the landowners will not be allowed to reach their lands, planted with olive trees, anymore under the pretext of it being state-owned land.

Civil society organizations welcome submission on behalf of human rights defender Salah Hammouri to the ICC

National, regional, and international civil society organizations welcomed the communication submitted to the Office of the Prosecutor (OTP) of the International Criminal Court (ICC) on behalf of 37-year-old Palestinian-French Jerusalemite, long-time human rights defender, and lawyer Salah Hammouri, which details years of persecution and new tactics to forcibly transfer Palestinians from occupied Jerusalem.

The Center for Constitutional Rights and the International Federation for Human Rights (FIDH) submitted the communication on Hammouri’s behalf in the context of the OTP’s ongoing investigation into the Situation in the State of Palestine.

The communication, addressed to ICC prosecutor Karim A. A. Khan, sets out the prolonged persecution campaign perpetrated by the Israeli authorities targeting Hammouri since he was 15 years old, including intense harassment, repeated arbitrary detention, and the denial of his fundamental rights, including the right to family unity; freedom of movement; the freedom of association, assembly, expression and the right to protest; the right to pursue a livelihood; and the right to citizenship. The latest in this series of attacks was the revocation of his Jerusalem residency and placing him under administrative detention subject to indefinite renewals.

On 3 September 2020, Hammouri was notified of the Israeli Minister of Interior’s decision to revoke his permanent Jerusalem residency because of a “breach of allegiance” to the State of Israel, the Occupying Power, as stipulated under the amendment to the Entry into Israel Law. A year later, on 18 October 2021, his residency was indeed revoked, the basis of which is based on secret “information” undermining and fundamentally violating his right to due process and a fair trial. On 7 March 2022, about 25 Israeli occupying forces arrested Hammouri from his apartment in Kufr Aqab, north of Jerusalem. Two days later, he was placed under three-month administrative detention on the basis of “secret information.”

The revocation of Hammouri’s residency and the denial of his fundamental rights because he is Palestinian constitutes a direct act of forcible transfer, which is a grave breach of the Fourth Geneva Convention and amounts to a war crime, as well as crimes against humanity of persecution and apartheid under the Rome Statute of the ICC, according to the civil society organizations.

“Salah’s case establishes a dangerous precedent for the Israeli occupation’s escalation of residency revocation and administrative detention. The prolonged persecution Salah faces is a war crime and a crime against humanity under the Rome statute of the ICC,” said Sahar Francis, the General Director of Addameer Prisoner Support and Human Rights Association.

The communication explains that Israel’s attacks on Hammouri are part of a larger attack on Palestinian residents of Jerusalem in particular, and Palestinians living in occupied Palestine at large, including with regard to Israel’s policy of forcible transfer and persecution.

The communication urges Prosecutor Khan to follow in the footsteps of his predecessor, Fatou Bensouda, who had formally issued statements in response to the two forcible transfer cases of Sheikh Jarrah and Khan al-Ahmar, as, since then, there has been no public statements from the OTP on the status of the investigation in the Situation in Palestine – or on the continued commission of crimes in the territory of Palestine, including in East Jerusalem.

It further urges Prosecutor Khan to prioritize the Palestine investigation and proceed to the issuance of arrest warrants.

“Today, I stand at the most difficult crossroads of my life, from injury to detention, exile, detention without charge and more. The occupation doesn’t stop at killing, detaining, and displacing us,” said Salah Hammouri. “I am with you today, and with your efforts, I hope my dream of continued living in my homeland won’t be killed.”

The civil society coalition working for the “Justice for Salah” international campaign – which aims to end the Israeli settler-colonial regime’s persecution of Palestinian lawyer and human rights defender Salah Hammouri and raise awareness about the systematic and brutal policies against the Palestinian people – supports the demands presented in the communication to:

Expedite the investigation in the Situation in Palestine and move swiftly towards bringing arrest warrants for concrete cases, amongst which must be one related to the crimes being committed against Palestinians in occupied and annexed East Jerusalem, including the violations against Hammouri.

Warn the OTP of the cost of delay, silence and lack of any outward signs of progress in the OTP’s investigation, and continued impunity being paid daily – in the loss of Palestinian lives, and the denial of Palestinian safety and freedom.

Call on the OTP to investigate the ongoing – and escalating – attacks on and forced displacement of Palestinians from East Jerusalem alongside the continued transfer of Israeli citizens into the Occupied Palestinian Territory, and focus on Israel’s coercive environment imposed to drive Palestinians out of Jerusalem, including through house demolitions, discriminatory planning and zoning policies, forced evictions, arbitrary detention, an elaborate permit system and residency revocation, of which Hammouri’s case is both a stark example and a warning of new tactics.

This communication was submitted in the context of the OTP’s investigation regarding the Situation in Palestine, initiated on 3 March 2021 after five years of preliminary examination. The investigation covers crimes within the jurisdiction of the Court that are alleged to have been committed in the Situation since 13 June 2014, the date to which reference is made in the Referral of the Situation to the OTP, extending to Gaza and the West Bank, including East Jerusalem.

UNRWA calls for the immediate release of a Palestinian refugee minor from Israeli administrative detention

As the extension period on the administrative detention of Amal Muamar Nakhleh ends today, the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) called for his immediate release as a decision from the Israeli military on whether to release him or extend his detention is currently pending.

Amal has now spent the last 16 months of his life under administrative detention, including the final year of his childhood. He continues to be detained by Israeli authorities without charge or trial.

Amal, who turned 18 in January, is a Palestine refugee from Jalazon camp near the occupied West Bank city of Ramallah. He was placed under administrative detention by the Israeli military for an initial sentence of six months on 21 January 2021. This administrative detention order was then extended for four months in May 2021 and then again in September 2021, for an additional four months. Three days prior to his 18th birthday, Israeli authorities renewed Amal’s administrative detention for a third time – until 17 May 2022.

Amal suffers from a rare and serious autoimmune disease and requires regular medical monitoring. He contracted COVID-19 during a virus outbreak in the prison in late January 2022, which put him in grave medical risk. Physicians for Human Rights in Israel stated that Amal’s condition requires urgent care not available in prison facilities.

UNRWA, UNICEF and OHCHR have repeatedly called for Amal’s immediate release and UNRWA has made specific bi-lateral appeals to Israeli authorities requesting Amal’s immediate release on urgent humanitarian grounds.

The administrative detention imposed on Amal without charges and based on classified evidence is a form of arbitrary detention not permissible under public international law. It deprives him of the appropriate care required by his underlying medical condition, exposing him to increased risks of aggravation of his health.

UNRWA West Bank calls for the immediate release of Amal Nakhleh from administrative detention on urgent humanitarian grounds and is highly concerned about the ongoing arbitrary detention of this young man, said an UNRWA press release.
