Palestinian female detainees subjected to abuse, humiliation at Israeli detention centers: Testimony

RAMALLAH: The Detainees and Ex-Detainees Affairs Commission and the Palestinian Prisoner’s Society (PPS) said today that new testimonies of female detainees who were recently detained by Israeli forces showed that they were subjected to repeated attacks and abuse during and after their detention.

The female detainees spoke about the conditions of their detention in the Israeli ‘Hasharon’ cells, which constitute a station for humiliation, abuse and strip searches before they were transferred to the ‘Damon’ detention center where they suffered harsh and unprecedented detention conditions.

In the testimony of female detainees who preferred not to reveal their identities out of fear for their lives, one of them stated that after her detention she was tied tightly with plastic handcuffs, her eyes were blindfolded, and the Israeli troops forced her to walk a long distance on uneven bumpy roads.

“They took me to one of the houses where the detainees were being held that day, and they ordered me to sit on the floo
r. I refused because of the pain I was experiencing in my feet. I asked to go to the bathroom but one of the female soldiers refused and when I asked her repeatedly she brutally pushed me while one of the soldiers hit me on the chest with his weapon. I was later transferred to a military vehicle while suffering from severe shortness of breath,’ she said.

Hasharon detention center was, and still is, a station for abuse and humiliation against female detainees, and this escalated dramatically after October 7 of last year. Based on continuous visits that were made recently, female detainees confirmed that they were subjected to humiliation, searches, and assault in the detention cells, which they stressed are not suitable for human living.

The Commission and PPS said that the conditions of detention of female detainees in the “Damon” prison after a long journey of abuse and humiliation since the moment of their detention and in “Hasharon” prison constitute an extension of the violations they are subjected to.

T
he female detainees confirmed that the conditions of their detention are harsh and very difficult, as a result of the collective isolation imposed on them, in addition to the prison administration’s provision of poor food in quantity and quality.

The number of female detainees in the occupation detention centers is 67, including four from the Gaza Strip in the ‘Damoun’ detention center, including a mother and her two daughters. The majority of female detainees are held under administrative detention, without charge or trial, or on charges of incitement.

No data is available about Gaza female detainees held in detention camps as a result of the crime of enforced disappearance.

Rights groups urge US to suspend arm transfer to Israel

WASHINGTON: The Biden administration should follow US law and immediately suspend arms transfers to Israel, Human Rights Watch and Oxfam said.

The organizations on March 19, 2024 submitted a joint memorandum to the US government regarding Israel’s violations of international humanitarian law including with US weapons and the blocking of US-funded humanitarian assistance.

‘There are good reasons why US law prohibits arms support for governments that block life-saving aid or violate international law with US weapons,’ said Sarah Yager, Washington director at Human Rights Watch. ‘Given ongoing hostilities in Gaza, the Israeli government’s assurances to the Biden administration that it is meeting US legal requirements are not credible.’

Oxfam and Human Rights Watch said in their memorandum that they ‘are confident that the examples we cite here reflect a broader pattern of conduct than is currently being assessed by the US Government.’

‘Oxfam has repeatedly sounded the alarm that Israel’s ongoing bombardment
and siege, and its actions to prevent access for humanitarian aid, have escalated a catastrophic humanitarian crisis in Gaza,’ said Scott Paul, associate director for peace and security at Oxfam America.

‘We have laid out clearly for the Biden administration why any assurances from Israel that they have not delayed, restricted, and impeded aid into Gaza cannot be relied upon. Despite this, the United States has continued to provide Israel with deadly weapons. The time has long passed for the Biden administration to end lethal arms sales to Israel, and we call on them to do so now and work to end the death and suffering in Gaza.’

The joint submission is being released as famine is imminent in northern Gaza and a high risk for the rest of the strip if Israel persists in its hostilities and restriction of humanitarian access.

The United States and other countries have resorted to airdrops and a temporary seaport – a product of Israel blocking aid from entering via more effective and safe land routes, the grou
ps said.

Oxfam and Human Rights Watch urged Secretary of State Antony Blinken and Defense Secretary Lloyd Austin to consider expected future violations when determining the credibility of the Israeli government’s assurances. ‘Oxfam and Human Rights Watch believe a suspension of arms transfers to Israel is necessary so long as there is an overriding risk that they are being used to commit or facilitate serious violations of international humanitarian and human rights law, and US law and policy,’ the groups said in their report.

Saudi Arabia provides $40M to support UNRWA’s lifesaving operations in Gaza

RIYADH: Saudi Arabia’s King Salman Humanitarian Aid and Relief Centre (KSrelief) is providing $40 million in support of the UNRWA’s humanitarian relief efforts in the Gaza Strip.

Abdullah al-Rabeeah, Supervisor General of KSrelief and UNRWA Commissioner-General Philippe Lazzarini signed an agreement today confirming this generous support to the Agency, said UNWA in a statement.

The funding will provide food for more than 250,000 people and tents for 20,000 families. Since the outbreak of the aggression on the Gaza Strip, up to 1.7 million people, or over 75 percent of the population, have been displaced, some of them multiple times, noted the statement.

Al-Rabeeah said: ‘This support comes in response to the directives of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness the Crown Prince, Mohammed bin Salman, to provide support to the people of Palestine during this life-threatening time. It is crucial to address the desperate needs of the people in Gaza. KSre
lief remains committed to supporting these efforts to deliver humanitarian assistance in this difficult time.’

Commissioner-General Lazzarini reiterated the unprecedented level of suffering and need in the Gaza Strip, praising strong regional partners such as KSrelief for heeding the call for support and solidarity with the people in Gaza and the unprecedented humanitarian crisis in the Gaza Strip.

He also underscored the need to ensure the necessary financial support for UNRWA, which remains the backbone of the humanitarian operation in Gaza.

“As UNRWA continues to provide food, water and medical services in Gaza, this generosity by KSrelief reflects the solidarity that the Kingdom has always shown Palestinians, especially during dire times. One knows their friends during hardship, and for this, we are grateful to Saudi Arabia, to Dr. Abdullah Al Rabeeah and KSrelief and the Saudi people for their solidarity with the people of Gaza,” said Lazzarini.
