Israeli occupation forces raze two Palestinian-owned residential structures in Jericho-district town

Israeli occupation forces today razed two Palestinian-owned residential structures near al-Ouja town, north of Jericho, according to a local activist.

Hassan Mleihat, a rights activist, said that Israeli forces escorted bulldozers to the Arab al-Ka‘abneh Bedouin community, west of the town, where the heavy machinery tore down two tin-roofed residential structures, reducing them to rubble and displacing 12 people.

The structures, which belong to Mohammad Ka‘abneh and his brother, Atallah, were demolished purportedly for being built without licenses.

Last Sunday, Israeli forces dismantled and destroyed two Palestinian-owned shelters in the village of Al-Muarrajat, west of the city.

The European Union Visits Augusta Victoria Hospital in Jerusalem

The European Union Heads of Cooperation visited Augusta Victoria Hospital and met with representatives of the East Jerusalem Hospitals.

The group was briefed on the financial difficulties and challenges facing the hospitals, particularly, Augusta Victoria Hospital, due to the accumulation of outstanding health referrals invoices issued by the Palestinian Authority, according to a statement issued by the Office of the European Union Representative.

Representatives of Augusta Victoria hospital explained that the hospital is facing cash flow crisis, which is affecting its ability to deliver cancer treatment and is threatening the life of cancer patients.

Since September 2021, the hospital had to reject more than 400 newly diagnosed cancer patients and almost 580 patients receiving cancer treatment are currently at risk of treatment interruption. In order to avoid this risk, the hospital communicated the need for immediate donor grant support covering partially the accumulated cost of referrals.

Together with European Union Member States, the EU has been supporting the Palestinian Authority since 2012 with regular contributions to the payment of referrals to East Jerusalem Hospitals that have reached over €140 million since then.

“The European Union remains committed to assisting the Palestinian Authority in supporting East Jerusalem hospitals and will continue to provide financial support to help the Palestinian Authority in covering the cost of referrals. This will help maintain the availability and access to essential health care services to the Palestinian population from all over the occupied Palestinian territory,” said the European Union Head of Cooperation Gerhard Krause.

“While we are aware of its complex fiscal crisis, we continue to encourage the Palestinian Authority to provide regular and sufficient amount of advances to the East Jerusalem Hospitals in order to, avoid serious cash flow problems and interruptions in the provision of essential needed medical treatments and services. The East Jerusalem hospitals should meanwhile implement necessary reforms to improve the financial sustainability of the hospitals and to maintain quality health care services,” he said.

PM Shtayyeh calls on international community to pressure Israel to abide by signed agreements

Prime Minister Mohammad Shtayyeh called on the international community to pressure Israel to abide by the signed agreements, stop the unjust deductions from Palestinian funds and release the withheld money.

He made these remarks during a meeting at his office in Ramallah with Norwegian Minister of Foreign Affairs Anneken Hoetveldt.

The Prime Minister also stressed the importance of working to create a serious political path to save the two-state solution, end the occupation, and establish an independent Palestinian state.

“The international community should not use double standards when dealing with the Palestinian issue,” said Shtayyeh, adding that international law, and United Nations and Security Council resolutions on Palestine should be applied.

Speaking about the upcoming donors’ conference, Shtayyeh highlighted the need to focus on mobilizing financial support for Palestine, in light of the financial crisis facing the government, which made it unable to fulfill its obligations.

In addition, he said, a comprehensive reform agenda will be presented by the government during the conference.

The Prime Minister as well stressed the importance of strengthening cooperation and providing additional support for projects that contribute to supporting youth and creating job opportunities to reduce unemployment among university graduates, in addition to women’s empowerment and solar energy projects.

Aref Daraghmeh, a local human rights activist, said forces raided the area and seized a tractor belonging to a Palestinian resident while he was working on plowing agricultural lands in the northern Jordan Valley area.

Figures issued by the Tubas governorate showed that the Israeli occupation confiscated 11 tractors during the past two years.

Settlers attack Palestinian commuters, vehicles northwest of Ramallah

Israeli settlers today attacked Palestinian commuters and vehicles close to Nabi Saleh village, northwest of Ramallah, according to local sources.

Highest Islamic cleric warns of dire consequences due to provocative intrusions into Al-Aqsa by Jewish fanatics

The Mufti of Jerusalem, Sheikh Mohammad Hussein, the highest Islamic cleric, today warned of dire consequences if Jewish fanatics and settlers continue with their provocative intrusions into Al-Aqsa, Islam’s third holiest site located in Jerusalem’s Old City, particularly during the upcoming holy fast month of Ramadan.

With the advent of Ramadan, which starts early next month, and as thousands of Muslims are expected to be present at Al-Aqsa Mosque during all hours for worship, Sheikh Hussein warned that allowing Israeli settlers to continue to be present at the Muslim holy site during this month could provoke trouble, expressing concern that it may be a prelude to the “malicious intentions” of the Israeli occupation authorities.

He said that the Israeli government “will be responsible for all consequences of its hideous decisions that increase and fuel hatred and hostility in the region as part of its attempt to control the Al-Aqsa Mosque.”

The Israeli Minister of Public Security, Omer Bar-Lev, yesterday said that Jewish settlers will be free to be at Al-Aqsa Mosque during the month of Ramadan, just as in any other day, raising concern that the presence of the Jewish fanatics could lead to friction with the thousands of Muslims who will be at the Mosque at the same time.

Previously, Israel would ban non-Muslims from being at Al-Aqsa Mosque during the month of Ramadan.

Palestinians fear that Israel intentionally attempts to provoke trouble at Al-Aqsa Mosque in order to justify the presence of its forces in the holy compound at all times in an attempt to change the decades-old status quo at the holy place as a Muslim-only worship area.

Jewish fanatic groups want to change the status quo at the Mosque by getting their government to divide Al-Aqsa Mosque and allow Jewish prayers there as well in a scenario similar to what happened at the Ibrahimi Mosque in Hebron when the Israeli government divided it between Muslims and Jews following the infamous massacre in February 1994 during which a Jewish settler opened fire at Muslim worshippers on an early Ramadan morning killing 29 and injuring dozens of others.

The majority of these Jewish fanatic organizations even advocate destroying the entire mosque compound and its Muslim holy places and replacing them with a Jewish temple.

“Harming the sanctity of Al-Aqsa Mosque is a heinous crime, which is part of efforts to impose a new fait accompli in it in contravention of religious values that prohibit harming the holy places dedicated to worship, and the provisions of international laws and norms regarding respect for the holy places regarding not harming them or their people in order to protect their freedom of worship,” said the Mufti, Mohammad Hussein.

“But the occupation authorities ignore all of this and provoke the feelings of about two billion Muslims in the world, which poses a real danger and calls for a serious Arab-Islamic stance,” he said.

Al-Haq, on World Water Day, says Israel’s ‘water-apartheid’ denies Palestinians’ rights to adequate water

Marking World Water Day, the Ramallah-based Palestinian human rights organization, Al-Haq, said Israel’s “water-apartheid” policy in the occupied Palestinian territories facilitates gross and systematic denial of Palestinians’ rights to adequate water.

“In Palestine, a region rich in groundwater, Israel’s discriminatory water policies have led to water shortages in Palestinian towns and villages, no access to running water in rural communities, and waterborne diseases as a major cause of death in Gaza,” said Al-Haq in a statement. “Israel illegally appropriates Palestinian land, pillaging Palestinian water and then discriminately allocates water supplies to its citizens and to illegal Israeli settlements at the expense of Palestinians, who own and are entitled to access these water resources. As a result, Israel’s ‘water-apartheid’ facilitates gross and systematic denial of Palestinians’ rights to adequate water, institutionalizing a regime of racial domination and oppression over the Palestinian people.”

For Palestinians, access to land with water resources is restricted. Palestinians in the West Bank rely on groundwater resources because they are denied access to surface waters, including the Jordan River.

“Israel ensures its control and disproportionate usage of water resource by preventing Palestinians from accessing their groundwater resources through the issuance of demolition orders for water structures, even on private Palestinian land. Often, the demolition of water structures is conducted by bulldozers from international companies, such as Volvo, Caterpillar Inc, Daio, JCB, LiuGong, Hyundai, and Hidromek,” said the rights organization.

“Corporations increasingly enable this appropriation by sustaining the ongoing dispossession of the already restricted water access to Palestinian communities. Israel’s parastatal institutions, such as Mekorot, have actively taken part in the pillaging of water from the Occupied Palestinian Territory (OPT), to then sell the stolen water back to Palestinians at ever-increasing prices, rendering Palestinians dependent on Israel to meet their water needs. Mekorot’s monopoly over the water network enables the company to operate a system of segregation over the Palestinian population while providing a pipeline of running water to the illegal Israeli settlements in the OPT and inside the Green Line. The company holds complete discretion over the water supply to Palestinians through Mekorot-controlled water meters. Simply put, Palestinians are forced to buy over half of the water they consume.”

Al-Haq said corporations have an obligation to respect the rights of individuals and communities to water and other natural resources. In conflict affected areas, this requires companies to practice enhanced due diligence in understanding their impact on and ensuring compliance with human rights. A company that benefits from the opportunities or environment created by human rights violations, even indirectly, may be found complicit in those violations. Specifically, companies operating in situations of occupation, risk being held liable for violations of international law and must ensure that their engagements with state authorities do not encourage or facilitate the state’s unlawful practices.

The ‘home states’ (third-party states) of these transnational corporations must also respect human rights regarding their operations abroad. Especially in the context of annexation and war crimes, third-party states must exercise adequate oversight of business operations to prevent adverse human rights impacts caused by their operations abroad, as well as refraining from aiding or assisting in maintaining such a situation. Israel’s violation of international law entails the responsibility of third-party States to refrain from supporting Israel’s illegal practices, policies and measures in the OPT, including that of its illegal settlement enterprise and the appropriation of Palestinian natural resources, it added.

“By denying Palestinian sovereignty over their natural resources, Israel continues to deny the Palestinian people their inalienable right to self-determination. Israel’s control over all aspects of water in the OPT renders the Palestinian economy captive and entrenches an apartheid regime of discriminatory and segregating laws and policies. This allows Israeli domestic corporate actors to profit from the water shortage that is disproportionately borne by the Palestinian population. In a world that wants to uphold equality and the right to live with dignity, there is no place for water-apartheid,” said Al-Haq.

It called upon the international community, third-party states, and private entities to recognize Israel’s regime of racial domination and oppression over the Palestinian people, amounting to the crime of apartheid, and its implementation of “water-apartheid” that systematically denies Palestinians their right to water.

It also called on corporations, with dealings in the OPT, to cease all business relations with actors operating in Israeli illegal settlements, as this exposes companies to liability risks and shows complicity in serious violations of international law, including their complicity in maintaining Israel’s apartheid regime, and on third-party states to end support for Israel’s illegal practices, policies and measures in the OPT, including enterprises of illegal settlements and the appropriation of Palestinian natural resources, and to comply with their due diligence obligations through the immediate cessation of current and future demolitions of water structures in the OPT.

Al-Haq also called on the United Nations and the international community to annually and comprehensively update the UN database, assuring transparency of business enterprises that are involved in and profit from Israel’s “water apartheid.”

Israeli military bulldozers block an agricultural road south of Nablus

Israeli military bulldozers today blocked an agricultural road in Qusra town, south of Nablus, according to a local official.

Qusra mayor, Hani Odeh, said that one of the armed guards of the colonial settlement of Esh Kodesh, south of the town, used a military bulldozer to close the agricultural road used by the village farmers with earth mounds.

He added that the road closure would prevent the farmers from plowing their land and pave the way for seizing it for colonial settlement expansion.

Meanwhile, Israeli soldiers posted leaflets on the walls of the secondary girls’ school in al-Lubban al-Sharqiya town village, south of the city, threatening to go after and collectively punish the villagers if calm is not restored in the area, in reference to incidents involving hurling stones at settler vehicles in the area.

Soldiers and settlers have frequently deliberately obstructed the arrival of students to two local schools, located on the main road connecting Ramallah to Nablus districts, attacking schools and shooting teargas canisters at them.
