Weather: Clear conditions

Warm and sunny weather conditions are expected to continue today in Palestine with no change in temperature, which remains 4°C above the seasonal average, according to the Palestinian Meteorological Department (PMD).

Winds are northwesterly to northeasterly and light to moderate, and sea waves are low.

Temperature in the capital, Jerusalem, and Bethlehem is expected to reach a high of 17°C and a low of 9°C, and in Ramallah and Hebron a high of 16°C and a low of 8°C are expected. In Jericho, the Dead Sea, and the Jordan Valley temperature is expected to reach a high of 25°C and a low of 14°C, while it is expected to reach a high of 20°C and a low of 13°C in Gaza and the coastal areas.

Similar weather conditions are expected through on Tuesday, said the PMD.

A slight drop in temperature is expected on Wednesday.

No change is expected for Wednesday.

Israeli forces briefly detain WAFA photographer near Hebron

Israeli forces briefly detained Mashour Wahwah, a photographer for the Palestine News and Information Agency (WAFA) at the entrance of the refugee camp of al-Fawwar, south of the occupied West Bank city of Hebron.

Wahwah was taking photos of Israeli forces as they were detaining two Palestinian youths in the area.

He said that the Israeli soldiers briefly detained him at gun point and sezied his camera’s memory card, preventing him from taking any photographs.

13-year-old among 16 Palestinians detained from West Bank

Israeli forces predawn Monday detained 16 Palestinians from various parts of the occupied West Bank, according to local and security sources.

They said that Israeli forces rounded up a Palestinian and ransacked his family house in Jalazone refugee camp, north of the city of Ramallah.

The gun-toting soldiers rounded up three others close to the central West Bank city of Rawabi, north of Ramallah.

In the southern West Bank, the sources confirmed a raid in Dheisheh refugee camp, south of the city of Bethlehem, resulting in the detention of another.

A convoy of army vehicles stormed Aida refugee camp, north of the city, where the soldiers detained two others, including a 13-year-old minor.

Elsewhere in the southern West Bank, the heavily-armed soldiers showed up at a house in Kharsa village, south of Hebron city, broke inside and rounded up another.

They detained two others in separate two raids in Dura city and Idhna town, southwest and west of Hebron, and ransacked their houses, turning them upside down.

In the Jordan Valley, the soldiers forcibly entered the family house of a former prisoner in Jericho city and re-arrested him. The prisoner spent 21 months in Israeli imprisonment before being released in 2017.

In the northern West Bank, a sizable army force barged its way into Nablus city, where the soldiers detained another.

The soldiers manning a checkpoint close to Ya‘bad town, west of Jenin, stopped and re-arrested a former prisoner from the nearby town of Burqin.

They also showed up at a house in the Jenin city neighborhood of Marah Sa‘ed, muscled inside, conducted a thorough search, assaulted the occupants and eventually detained another.

The father suffered cuts and bruises in the head as a result of the attack.

While in the city, the soldiers destroyed a Palestinian vehicle and set a motorcycle on fire.

Elsewhere in the northern West Bank, the sources confirmed a raid in Nur Shamas refugee camp, east of Tulkarm, leading to the detention of two others.

Israeli forces frequently raid Palestinian houses almost on a daily basis across the West Bank on the pretext of searching for “wanted” Palestinians, triggering clashes with residents.

These raids, which take place also in areas under the full control of the Palestinian Authority, are conducted with no need for a search warrant, whenever and wherever the military chooses in keeping with its sweeping arbitrary powers.

Under Israeli military law army commanders have full executive, legislative and judicial authority over 3 million Palestinians living in the West Bank. Palestinians have no say in how this authority is exercised.

According to the latest figures from Addameer, the Palestinian Prisoner Support and Human Rights Association, there are currently 4,700 Palestinian political prisoners in Israeli prisons and detention centers, including 150 children and 34 female prisoners.

This number includes approximately 835 Palestinians placed under “administrative detention”, that allows the detention of Palestinians without charge or trial for renewable intervals ranging between three and six months based on undisclosed evidence that even a detainee’s lawyer is barred from viewing.

Mass arrest of Palestinians is nothing new. According to a 2017 report by Addameer, over the past 50 years, more than 800,000 Palestinians have been imprisoned or detained by Israel, this figure is now believed to be closer to 1 million. This means that about 40% of Palestinian men and boys living under military occupation have been deprived of their freedom. Almost every Palestinian family has suffered the imprisonment of a loved one.

Israeli army admits killing Palestinian who posed no danger

The Israeli army today admitted its forces have recently killed a Palestinian who posed no imminent danger.

The army confirmed that 45-year-old father of four Ahmad Hassan Kahleh “was unnecessarily shot dead in front of his son” in front of his 20-year-old son, Qusai, outside Silwad town, northeast of the occupied West Bank city of Ramallah, on the morning of Sunday, January 15.

Kahla was one of dozens of Palestinian commuters stuck in traffic during morning rush hour, caused by an army checkpoint erected at the town entrance. He was shot point blank with a single bullet in the neck during a physical scuffle with Israeli soldiers after the latter forced him and his son to exit their car.

Qusai said that he and his father were on their way to work when the soldiers topped their vehicle, shortly after a sound bomb was fired at the car.

According to him, it was then when the soldiers pepper-sprayed the Palestinian father of four and forced him to get out of the car before he fainted.

Israeli media claimed in their initial reports at the time of the shooting that Kahleh was shot while allegedly attempting to carry out a stabbing attack.

However, following a viral video footage from the scene, Israeli media edited their article to quote Israeli army sources as saying soldiers opened fire after trying to arrest Kahleh, and that “he additionally tried to snatch one of their guns”.

Israel demolishes agricultural room in Jerusalem neighborhood

The Israeli occupation authorities today demolished an agricultural room in the East Jerusalem neighborhood of al-Isawiyya, according to a local activist.

Mohammad Abu al-Hummus said that Israeli police, accompanying a bulldozer, barged into cultivated land isolated by a section of Israel’s apartheid wall in the eastern part of the neighborhood, where the heavy machinery knocked down an agricultural structure.

He added that police seized olive and citrus saplings in addition to a water tank.

Israeli police continue to harass Palestinian freedom fighters released after serving 40 years in prison

Israeli police continued to harass Palestinian freedom fighters Karim Younis and Maher Younis, who were released from prison this month after serving 40 years behind bars for resisting the occupation.

Karim Younis’ family said that a large police force today broke into their home in the Arab town of Arara, in central Israel, searched the house and seized Palestinian flags, pictures and posters that were hung in the town to celebrate the release of Karim earlier this month.

The police detained Karim’s sister-in-law and another relative and issued a summons for Karim and his brother to appear before the Israeli police for interrogation.

Last week, police also raided the home of Maher Younis, who was also released last week from Israeli captivity after spending 40 years behind bars, and detained him and his brother and interrogated them for alleged incitement against Israel. They were later released.

Greek Orthodox Patriarch Theophilos condemns the burning of a copy of the Quran in Sweden

The Greek Orthodox Patriarch of Jerusalem Theophilos III today condemned the crime of burning a copy of the Muslim holy book, the Quran, in the Swedish capital, Stockholm.

Theophilus said in an official statement issued by the Greek Orthodox Patriarchate of Jerusalem that “these crimes reinforce hatred and distance us from societal peace and human morality.”

The laws that grant the right to attack the beliefs of others under the pretext of freedom of expression must be dealt with by the legislative authorities, and those who attack the belief of another must be held accountable by the judicial authorities whose duty is to protect people’s feelings and work to strengthen societal peace and fraternal spirit between people of the one society and not to provide legal cover for those who allow themselves to infringe on the beliefs of others, he said.

The Patriarch of Jerusalem stressed that any person has the right to believe whatever he wants, but no one has the right to insult the beliefs of another, harass him, prevent him from freely practicing his religious rites, or limit his freedom of access to holy places. These rights must be at the heart of the constitution of any country before the “freedom of expression” clause, he said.

Human Right Watch: New Israeli entry rules further isolate Palestinians, impede visiting, studying, working

New Israeli guidelines on access to the West Bank for foreigners threaten to further isolate Palestinians from loved ones and global civil society, Human Rights Watch said today. The guidelines, which came into force in October 2022 and were amended in December 2022, set out detailed procedures for West Bank entry and residency for foreigners, a process distinct from the procedure for entry to Israel.

Israeli authorities have long made it difficult for foreigners to teach, study, volunteer, work, or live in the West Bank. The new guidelines codify and tighten longstanding restrictions, threatening to make it even harder for Palestinians in the West Bank, who already face severe Israeli-imposed movement restrictions, to be with family members who lack a West Bank ID and to engage with foreign students, academics, experts, and others.

“By making it harder for people to spend time in the West Bank, Israel is taking yet another step toward turning the West Bank into another Gaza, where two million Palestinians have lived virtually sealed off from the outside world for over 15 years,” said Eric Goldstein, deputy Middle East director at Human Rights Watch. “This policy is designed to weaken the social, cultural, and intellectual ties that Palestinians have tried to maintain with the outside world.”

Between July and December 2022, Human Rights Watch interviewed 13 people who detailed difficulties they have faced for years entering or remaining in the West Bank and their concerns about how the new guidelines will affect them. Human Rights Watch also interviewed Israeli lawyers who have represented those challenging the restrictions. Those interviewed include an American psychologist teaching at a Palestinian university, a British mother of two trying to remain with her Palestinian husband and family, and a Palestinian who has lived most of his life in the West Bank but does not have an ID.

In addition, Israeli authorities in July 2022 denied Omar Shakir, Human Rights Watch’s Israel and Palestine director, a permit to enter the West Bank for one week to conduct research and advocacy, citing the army’s broad authority over entry. The Jerusalem District Court upheld the denial in November, following a challenge filed by Shakir and Human Rights Watch.

The 61-page “Procedure for entrance and residence of foreigners in the Judea and Samaria Area [a reference to the West Bank]” replaced a three-page document of procedures first implemented in December 2006. It sets out the Israeli army’s policy and procedures with regard to foreigners who seek to enter solely the West Bank, excluding East Jerusalem, or to extend a stay for a visit or for a “specific purpose”, for example, to study, teach, volunteer, or work there. The guidelines are distinct from those for entering Israel, which are normally applied at Ben Gurion Airport and other ports of entry. A West Bank permit holder without an Israeli entry visa has no legal authorization to enter Israel, nor occupied East Jerusalem.

While people often visit the West Bank on normal Israeli tourist visas, foreigners on these visas are not permitted to teach, study, volunteer, work, or live in the West Bank. Israeli authorities often deny normal Israel entry visas for these reasons, as well as others known or suspected to engage in pro-Palestinian advocacy. The permit is the only option for many seeking to spend time in the West Bank.

The West Bank guidelines only allow permits to be granted to limited categories of visitors. Some of those eligible for permits, such as the immediate relatives of Palestinians, are eligible to obtain a permit of up to three months upon arrival at the Allenby/King Hussein Crossing between Jordan and the West Bank, pending approval by Israeli authorities there. Others, including academics, students, volunteers, and experts, must apply for a West Bank permit, valid for up to one year, from abroad and obtain approval before travel. The previous guidelines recommended, but did not require, pre-coordination, though Israeli authorities often in practice required approval in advance. Other visitors, such as tourists or those seeking to visit extended family or friends or attend a conference, are not eligible for a West Bank permit.

While countries have wide discretion over entry into their sovereign territory, international humanitarian law requires occupying powers to act in the best interest of the occupied population or to maintain security or public order. There are no apparent justifications based on security, public order, or the best interests of Palestinians for how significantly Israeli authorities restrict volunteers, academics, or students from entering the West Bank or Palestinians’ loved ones from remaining on a long-term basis, Human Rights Watch said.

By excessively restricting Palestinian families’ ability to spend time together, and blocking the entry of academics, students, and nongovernmental workers who would contribute to social, cultural, political, and intellectual life in the West Bank, Israel’s restrictions fall afoul of its duty, which increases in a prolonged occupation, to facilitate normal civil life for the occupied population.

This necessarily entails living with one’s family. International humanitarian and human rights law both emphasize the importance of the right to family life and unity, including the right to live together. It also means facilitating the work and activities of Palestinian universities, civil society organizations and businesses, and maintaining regular interaction with the rest of the world.

Israel’s restrictions exacerbate the hardship already imposed on Palestinians in the West Bank by the widespread denial of residency rights, the sweeping movement restrictions, and the attacks on Palestinian civil society. The policy deepens the way that Palestinians are fragmented across different areas and furthers Israeli control over Palestinian life. Israeli authorities’ severe repression of Palestinians, committed pursuant to a policy to maintain the domination by Jewish Israelis over Palestinians, amounts to the crimes against humanity of apartheid and persecution, as Human Rights Watch and major Israeli, Palestinian, and other international human rights groups have found.

“An occupying army has no business determining which professors are qualified to teach at Palestinian universities, blocking human rights defenders from interacting with the occupied population, or cruelly separating families,” Goldstein said. “The US and European states should press Israeli authorities to make it easier, not harder, for people, including their own citizens, to build meaningful connections with West Bank communities.”

Palestinians rally at al-Khan al-Ahmar against new Israeli calls to evict its Palestinian residents

Palestinians rallied today at al-Khan al-Ahmar community, east of Jerusalem, following calls by extremist Israeli officials to evict its Palestinian resident and demolish their homes.

Participants in the rally, who included senior Palestinian officials and activists, stressed the seriousness of the Israeli calls to evict and demolish Khan al-Ahmar in order to replace it with an Israeli settlement plan known as E1.

They said that the Israeli schemes will not deter them from continuing in their struggle until they defeat them.

About 200 people live in Khan al-Ahmar, a Bedouin community from the Jahalin tribe, more than half of them are children.

The Israeli occupation authorities issued orders in March 2010 to evict the Khan al-Ahmar. However, after appealing the order in court, the eviction orders were postponed until May 2018 when Israel renewed its efforts to demolish the community and Israeli courts upheld that decision on 5 September 2018.

However, local and international struggle against the decision has forced Israel not to carry it out until fascist ministers in the new far-right Israeli government have called for removing the residents of Khan al-Ahmar and demolishing their homes.

Premier Shtayyeh says steps and statements by the new Israel government make the situation very dangerous

Prime Minister Mohammad Shtayyeh said today that measures and statements of the new Israeli government make the situation in Palestine extremely dangerous, urging speedy intervention to protect the Palestinian people and preserve the two-state solution.

The Prime Minister’s remarks came during a meeting with the Chairman of the Foreign Affairs Committee in the European Parliament, David McAllister, held at the headquarters of the European Parliament in the Belgian capital, Brussels, in the presence of Foreign Minister Riyad Malki and the Palestinian ambassador to the European Union, Belgium and Luxembourg, Abdul Rahim al-Farra.

Prime Minister Shtayyeh said the new Israeli government, which includes extremists and convicted criminals, should not be allowed to cross the red lines without deterrence or punishment, especially with regard to human rights and settlement expansion.

“The cost of the occupation must be raised in order for it to end by imposing sanctions on settlements and their products and reviewing the partnership and cooperation agreements between the European Union and Israel and binding them to the extent of Israel’s respect for the two-state solution, ending the occupation and respecting human rights,” he said.

The Prime Minister also called on the European Union and its member states to recognize the State of Palestine in order to restore hope among the Palestinian people and to deliver a clear message to Israel that its destruction of the two-state solution and its continuous violations against the Palestinian people will not be tolerated.
