In an appeal to UN special procedures, rights groups call for addressing Israeli detention of human rights defender Hammouri

In a joint urgent appeal to UN special procedures, rights groups called for addressing Israel’s arbitrary arrest and detention of Palestinian-French human rights defender and lawyer, Salah Hammouri.

The joint urgent appeal was submitted to the UN special procedures from the Association France Palestine Solidarite; Cairo Institute for Human Rights Studies; the Palestinian Human Rights Council, including Al-Haq; and the Platform of French NGOs for Palestine.

Salah Hammouri, 36, is a Palestinian- French Jerusalemite, Human Rights Defender, lawyer and member of the Addameer Prisoner Support and Human Rights Association, as well as a former political prisoner.

On 7 March 2022, between 4:00-5:00 am, about 25 Israeli occupying forces (IOF), including special unit forces, Musta’ribeen Unit, broke Salah Hammouri’s apartment door in Kufr Aqab north of Jerusalem, entered his bedroom, and grabbed him from his bed while he was still sleeping. The IOF ransacked the premises and confiscated three mobile phones and one laptop belonging to Hammouri.

During his arrest, Hammouri sustained an injury to his wrist as he was bound with a plastic zip-tie, aggressively escorted out, and forced to kneel on the floor facing a wall until he was transferred to a military jeep. He was first taken to Ofer military base in Beitounia, Ramallah, where he was held until the evening and later transferred to the Russian compound (Mascobbiya) interrogation center in West Jerusalem. On 9 March 2022, an Israeli military judge extended Hammouri’s initial detention order which was soon followed by a three-month administrative detention ordered by the Israeli military commander on the basis of “secret information”

Hammouri was in the process of challenging the decision by the Israeli Interior Ministry to revoke his permanent residency status in Jerusalem, described by the rights groups as a “profound violations of international law and puts him at imminent risk of forced deportation, amounting to grave breaches of the Geneva Conventions, the war crime of forced population transfer, and crimes against humanity of displacement, and apartheid.”

The Ministry’s decision further results in the denial of basic human rights, including inter alia the rights to family life, health, education, work, they said.

“Salah Hammouri’s case highlights the Israeli occupation and apartheid regime’s widespread and systematic practice of illegal population transfer and demographic manipulation, as manifested through laws, policies, and practices, to maintain their institutionalized regime of racial domination and oppression over the Palestinian people,” said the rights groups. “His case was highlighted in Amnesty International’s landmark report demonstrating Israel’s crimes of apartheid, specifically the illegal practice of forcible population transfer, deportations, and demographic engineering.”

They stressed that “it is imperative to immediately and urgently address the arbitrary arrest and continued punitive residency revocation of Salah Hammouri as it represents a step towards the wider application against HRDs, peaceful dissent, and Palestinians of Jerusalem more generally to achieve demographic goals,” calling for the immediate intervention of the relevant UN Special Procedure mandates and urging them to demand Israel, as an Occupying Power, to reverse its decision to revoke the permanent Jerusalem residency status of Salah Hammouri.

They also reiterated the illegality of residency revocation based on “breach of allegiance” leading to the forcible transfer of Palestinian civilians, which is a war crime and crime against humanity under the Rome Statute of the International Criminal Court.

The rights groups called on Israel to unconditionally and immediately release Salah Hammouri from administrative detention, and further, put an end to his prolonged persecution and all policies and measures of intimidation and harassment against him.

They also called on Israel to immediately repeal its Entry into Israel Law (1952), which has been used to further the Israeli policy of population transfer and achieve demographic goals in Jerusalem in violation of Palestinians’ fundamental rights, including their right to freedom of movement and residence, and the right to leave their country and to return, urging Israel to immediately cease any and all practices and policies intended to intimidate and silence human rights defenders, in violation of their right to freedom of expression, including through arbitrary detention, torture and other ill-treatment, institutionalized hate speech and incitement, residency revocation, deportations, and other coercive or punitive measures.

They called on the UN special procedures to require the immediate initiation of an investigation into the illegal infiltration of human rights defenders’ phones and all the other victims that have been in communication with the targeted HRD; require an immediate moratorium on the sale, transfer, and use of all forms of surveillance technology, particularly NSO group’s Pegasus spyware, until a full independent investigation of its operation within Palestine is carried out by the UN to identify the scope of its surveillance activities carried out against Palestinian human rights defenders, and their ties to the Israeli government.

They also called for international justice and accountability, including at the International Criminal Court, for Israel’s widespread and systematic human rights violations and alleged international crimes, including the crime of population transfer and the crime of apartheid, which constitutes a crime against humanity.

Greek Orthodox patriarchate warns Israeli settlers breaking into church property could ignite turbulence

The Greek Orthodox Patriarchate in Jerusalem yesterday warned that Israeli settlers breaking into a church property in the Old City of Jerusalem could ignite a turbulent scenario.

It said in a statement that the break-in of the Israeli colonial settler group Ateret Cohanim into the church-owned and strategically located Little Petra Hotel, which overlooks the Omar Bin al-Khattab Square near Jaffa Gate, in Jerusalem’s Old City, is illegal and should not be allowed.

According to the Patriarchate’s statement, on Saturday night individuals with Ateret Cohanim broke into the Little Petra Hotel – a place of rest of Christian pilgrims for decades – as well as into a local money-changing shop owned by the Patriarchate and rented by a Palestinian Jerusalemite at the hotel’s entrance.

“This act of trespassing was done illegally and is an assault on local businesses and properties in the Christian Quarter of Jerusalem. The actors did not have an eviction notice and therefore took law into their own hands and subsequently committed a criminal offense,” said the Patriarchate in its statement on the settlers’ intrusion.

It noted that there were some reports that Israeli police officers have intentionally defended the settlers or turned a blind eye to the illegal activities of Ateret Cohanim at the hotel.

The Patriarchate warned of this “extremely dangerous” break-in and cautioned against its implications on stability.

“This act is extremely dangerous as it regards community relations on the ground. Acting in this illegally aggressive manner against a known Christian property and an Arab business –particularly ahead of Easter and Ramadan – could likely ignite local hostilities similar to what was witnessed last year in Sheikh Jarrah. Not to mention the timing that Mati Dan and his organization, Ateret Cohanim, are choosing on the eve of Secretary Blinken’s arrival in the region.”

While the Patriarchate said that it was sparing no effort to stop such settler intrusions and takeovers through legal means, it voiced fears that such intrusions could ignite a very turbulent scenario.

“In response to this illegal activity, local residents, business owners, and priests are demanding definitive action. Patriarch Theophilos III has been consulting heavily with the Council of Patriarchs and Heads of Churches in Jerusalem and receiving counsel from all sides. The Church is doing all that it can to stop these actions, protect the tenants, and come to a lawful and peaceful resolution. However, there is tremendous pressure to address these actions in a powerful way. The Church fears certain actions could quickly escalate and ignite a very turbulent scenario in the Old City.”

The Patriarchate called on Israeli police to “act fairly” and not give a blind eye to such settler criminal activities.

“Given this was an illegal break-in without any legal procedure or due process, the Patriarch and the Heads of Churches call on the Jerusalem police to act fairly and in accordance with their power. There have been reports that the police do not want to get involved in the issue, but standing idly by is not an appropriate response in the face of criminal activity, particularly that which is ongoing. The Patriarch requests that the police act to evict Ateret Cohanim and revert the position to what it was prior to the break-in until the ongoing legal proceedings conclude and are finalized.”

President Abbas to King Abdallah: It’s a great honor for us to have you visit us

President Mahmoud Abbas today welcomed at the presidential headquarters in Ramallah Jordan’s King Abdallah II, accompanied by Crown Prince Al Hussein bin Abdallah II, telling his guests “it is a great honor for us to have his Majesty the King visit us, and we also welcome his Highness, the Crown Prince. We are pleased to see you in your second country, Palestine, to discuss many issues and to continue consultation between us. We want to keep constant communication, whether through visits or through contacts between us.”

The President added: “We and you, Your Majesty, are one, and in fact, Jordan and Palestine are one; the interest is the same, the concerns are the same, and the hopes are the same. So we always welcome such important visits, and it is a very important visit for consultation and to talk about what is happening.”

The President emphasized that “we never forget that the Jordanian position on the Palestinian issue is a Palestinian position, and we know that your Majesty’s instructions that everything related to Palestine is not revised, but implemented immediately.”

He added: “This genuine Jordanian position is a great honor for us, so today we sit down to talk and consult to hear your wise opinion.”

For his part, the Jordanian monarch affirmed that Jordan will always stand by the Palestinians and their rights. “We stand with you at all times, despite all the challenges,” he said.

“The region cannot enjoy security and stability without a just and comprehensive solution to the Palestinian issue on the basis of a two-state solution that guarantees the establishment of an independent Palestinian state on the 1967 borders with East Jerusalem as its capital,” added King Abdallah.

The Jordanian monarch stressed the need to stop all unilateral measures, especially in Jerusalem and the al-Haram al-Sharif (the Holy Sanctuary/Al-Aqsa Mosque), which impede the chances of achieving comprehensive and lasting peace in the region, which is the goal of all of us for the independent Palestinian state to live in peace and security alongside Israel.

He stressed that Jordan is continuing in its efforts to preserve the legal and historical status quo in Jerusalem and to protect and care for Islamic and Christian holy sites in it, under the Hashemite guardianship.

He said: “We are here today to hear from you since we are in the same trench. To hear from you what is required from Jordan to ease the challenges and obstacles facing you.”

The Jordanian monarch said he was pleased to be in Ramallah to meet President Abbas, praising the hospitality and good reception.

EU calls for protection of Palestinians, prevention of “violence” following settler attacks

The European Union today called for the protection of Palestinians and prevention of “violence” in following the recent string of settler attacks against Palestinians and their property.

“Last night, Israeli settlers injured several Palestinians, torched cars and damaged commercial structures in different parts of the West Bank. Rising levels of settler violence only fuel further tensions,” the European Union Delegation to the Palestinians tweeted.

“Palestinians should be protected in accordance with Israel’s obligations under international law. Imperative now to prevent further violence ahead of Ramadan, Pesach and Easter coinciding in April,” it added.

The EU delegation made its remarks in the wake of settler attacks, including the vandalism of Palestinian vehicles in the Ramallah-district town of Turmus Aya town and torching others in the Nablus-district village of Jalud.

PM Shtayyeh says Arab normalization meetings with Israel without ending the occupation are an illusion

Prime Minister Mohammad Shtayyeh today criticized the recent meetings between Arab states and Israel, stressing that holding these meetings, without ending the Israeli occupation, is an illusion.

“We’re following with concern Israel’s movement in the region,” said the Prime Minister at the start of the weekly cabinet meeting in Ramallah. “Arab normalization meetings without ending the Israeli occupation of Palestine are just an illusion, a mirage, and a free reward for Israel.”

Shtayyeh was referring to the meeting for the foreign ministers of Egypt, Morocco, Bahrain, and the United Arab Emirates with their Israeli and US counterparts held today and yesterday in the Naqab desert in the south of Israel.

“Israel is ignoring the causes of our people, half of whom are under occupation and the other half in refugee camps, in exile and the diaspora. Despite Israel’s attempts to ignore our rights, expand its colonial settlements, set up checkpoints, kill and arrest us, and destroy any chance of peace with us, we have never been more determined to confront this Israeli machine that is destroying our land, people, and sanctities,” said the prime minister.

“Those who do not want to see the truth know that we will remain loyal to our land, to our sanctities, the Arab nation, our history, the present of our nation, and the freedom of our heroic people, who are determined to thwart all schemes aimed at undermining our right to independence, sovereignty and freedom.”

King Abdallah of Jordan arrived in Ramallah for a meeting with President Abbas

Jordan’s King Abdallah II arrived in Ramallah today for a meeting with President Mahmoud Abbas. He was accompanied by Crown Prince Al-Hussein Bin Abdallah II.

President Abbas received the King upon the landing of his helicopter in the Muqata in Ramallah, after which the Jordanian guest inspected the honor guard.

The visit is a continuation of the coordination and consultation between President Abbas and King Abdullah II to face the challenges on many issues of concern to the two countries.

US$20 million for the first phase of long-term investment in the Palestinian education sector

The World Bank approved its first Multiphase Programmatic Approach (MPA) in the education sector globally, in support of an eight-year program that addresses key education challenges in West Bank and Gaza, today said a World Bank press release.

With the approved $20 million from an expected overall envelope of $60 million, the “Supporting an Education Reform Agenda for improving Teaching, Assessment and Career Pathways” Program (SERATAC, which means your life journey or pathway in Arabic) aims at improving education outcomes of primary and secondary students and increase student pathways leading to tertiary education.

Despite high enrollment rates in primary and secondary school, poor quality of education services is holding back human capital development in West Bank and Gaza. Palestinian children can, on average, expect to complete 12.2 years of schooling; however, they are only learning the equivalent of eight years. SERATAC aims to tackle the root causes of poor quality education through a long-term, systemic approach.

“We are proud to adopt a long-term investment in the Palestinian education sector, the first multiphase programmatic approach in the education sector at the World Bank. Not only does it ensure a nationwide visible impact on learning outcomes, but it also provides equal opportunity for every child performing below grade level. Through this progressive education reform agenda, we share the common goal with the Palestinian Authority to develop and unlock the full potential of its human capital”, said Kanthan Shankar, World Bank Country Director for West Bank and Gaza.

SERATAC will support the Ministry of Education’s efforts to raise foundational skills and the well-being of Palestinian primary school students. This will include improvements to early grade Arabic language arts instruction (reading, writing, speaking, and listening) in Grades 1–4, and the promotion of positive school and classroom climates that are conducive to student learning and wellbeing.

As Palestinian students move to upper primary and lower secondary education, large deficiencies in science and mathematics skills become visibly manifest. SERATAC will strengthen students’ STEM skills through improved pre-service and in-service teacher training and the roll-out of an innovative adaptive learning program. It will also develop an effective career guidance system that helps secondary school students make informed career choices and be better equipped to pursue those choices.

SERATAC will also strengthen the Palestinian student assessment system so that it promotes and incentivizes learning at all grade levels. Namely, the program will support the Ministry of Education to gradually reform the secondary school leaving examination (Tawjihi) and create a more inclusive pathway to tertiary education, including technical vocational colleges.

“Gradually, these components will build toward the long-term vision of SERATAC: a first cohort of Palestinian students who have completed a cursus of high-quality general education and is ready to enter the labor market or tertiary education on a strong footing. Education should be a race where everyone wins,” said Samira Nikaein Towfighian, World Bank Senior Economist and co-Task Team Leader.

SERATAC also intends to ensure the continued availability and effective use of high-quality data from national and international assessments, through its long-term support for West Bank and Gaza’s participation in PISA 2022, 2025 and 2028, and TIMSS 2023 and 2027.

“After a decade-long absence from international large-scale assessments, West Bank and Gaza will be able to construct comparable trends in Palestinian student learning outcomes over time, that continuously inform policymaking and provide essential information on which to base decisions regarding school and system improvement, focused on the central goal of student learning”, said Samira Ahmed Hillis, World Bank Program Leader for Human Development and co-Task Team Leader.

Israeli settlers vandalize Palestinian vehicles north of Ramallah, the second in the West Bank today

Israeli settlers today vandalized Palestinian vehicles in Turmus Aya town, north of the West Bank city of Ramallah, according to security sources, the second settler violence against Palestinians in the occupied West Bank in one day.

They said that a group of settlers sneaked into the town where they punctured the tires of several vehicles and scrawled anti-Palestinian and anti-Arab hate graffiti on the external walls of nearby houses.

Earlier today, settlers torched four Palestinian-owned vehicles in the northern West Bank village of Jaloud.

Settler violence against Palestinians and their property is routine in the West Bank and is rarely prosecuted by Israeli authorities.

Settler violence includes property and mosque arsons, stone-throwing, uprooting of crops and olive trees, attacks on vulnerable homes, among others.

There are over 700,000 Israeli settlers living in colonial settlements across occupied East Jerusalem and the West Bank in violation of international law.
