وقفات في الضفة للمطالبة باسترداد جثامين الشهداء المحتجزة لدى الاحتلال

نظمت مجموعات حقوقية وحملات شعبية، في محافظتي الخليل (جنوب الضفة الغربية) ونابلس (شمالًا)، اليوم السبت، وقفات للمطالبة باسترداد جثامين الشهداء المحتجزة لدي قوات الاحتلال الإسرائيلي.

وقال منسق الحملة الوطنية لاسترداد جثامين الشهداء (غير حكومية)، أمين البايض، إن “الوقفة التي نظمت على دوار ابن رشد في الخليل، تأتي في سياق الضغط على حكومة الاحتلال للإفراج عن 103 جثامين من مختلف محافظات الضفة الغربية لا تزال سلطات الاحتلال تحتجزهم في الثلاجات”.

وأشار، خلال كلمة في الوقفة التي شارك فيها ذوو الشهداء ومؤسسات حقوقية، إلى أن “من بين هذه الجثامين 12 جثمانًا من الخليل”، مطالبًا بالإفراج عن “رفات 256 جثمانًا مدفونة بمقابر الأرقام، من بينهم 28 جثمانًا من المحافظة”.

وأشار البايض إلى إن “سلطات الاحتلال تنتهج هذه السياسة منذ عشرات السنوات، للضغط على أبناء شعبنا الفلسطيني، الذي يناضل من أجل العيش بحرية وسلام، وتأتي في سياق العقاب لأهالي الشهداء”.

وأعرب منسق الحملة عن “أمله بأن يتم الإفراج عن هذه الجثامين، لتوارى الثرى وفقا للشريعة الإسلامية”.

من جهة أخرى، اعتصم عشرات الفلسطينيين على دوار الشهداء بمدينة نابلس، ضمن فعاليات اليوم الوطني لاسترداد جثامين الشهداء، دعما لنضال عائلات الشهداء المحتجزة جثامينهم في استرداد أبنائهم من ثلاجات الاحتلال ومقابر الأرقام.

وطالب المشاركون في الوقفات بالتدخل الدولي والحقوقي للإفراج عن الجثامين المحتجزة بشكل غير قانوني وغير انساني، ووقف معاناة أهالي الشهداء، رافعين شعارات منددة بجرائم الاحتلال وسياسته العنصرية.

وبحسب معطيات فلسطينية، فإن قوات الاحتلال احتجزت منذ تشرين الأول/أكتوبر 2015 جثامين أكثر من 250 فلسطينيًا استشهدوا أو أعدموا ميدانيًا برصاص قوات الاحتلال، وأفرجت عن غالبيتهم لاحقًا.

Saint Lucia Citizenship Investment Programme makes top three in the 2022 CBI Index

Castries, Aug. 26, 2022 (GLOBE NEWSWIRE) — St Lucia took third place in this year’s instalment of the CBI Index – which ranked 13 countries with operational citizenship by investment programmes.

Seen as an industry voice and reliable source for those looking to vet CBI programmes around the world, the CBI Index is published annually by the Private Wealth Management magazine, a publication of the Financial Times, and in partnership with CS Global Partners.

This year, St Lucia was ranked alongside Antigua and Barbuda, Austria, Cambodia, Dominica, Egypt, Grenada, Jordan, Malta, Montenegro, St Kitts and Nevis, Turkey, and Vanuatu.

The CBI Index ranked these jurisdictions across nine pillars including Freedom of Movement, Standard of Living, Minimum Investment Outlay, Mandatory Travel or Residence, Citizenship Timeline, Ease of Processing, Due Diligence, Family and Certainty of Product.

Having recently welcomed Mc Claude Emmanuel to the position of Chief Executive Officer of its CBI unit, St Lucia was recognised its affordable minimum investment outlay, reasonable mandatory travel or residence requirements and ease of application processing.

“This recognition means a lot to us. The CBI Index is a globally recognised report that has been assessing CBI programmes for the last six years and not only will investors gain insight into our programme but it also gives us an opportunity to improve aspects of our programme to increase our scores next year,” said notes Mc Claude Emmanuel, CEO of St Lucia’s CPI Unit.

Investors can become a citizen of St Lucia in as little as 90 days by investing only a minimum of US$100,000 through its National Economic Fund, and busy entrepreneurs are not required to stay in the country for prescribed periods of time.

There weren’t many significant changes in the minimum investment outlays since the 2021 CBI Index, this was reflected in no change in the order of the final scores.

There were also no changes from the 2021 CBI Index to scores under the Mandatory Travel or Residence Pillar – Caribbean nations continue to rank highly in this area.

The country scored 87% overall.

St Lucia scored 9 out of ten for Due Diligence, Citizenship Timeline, and Family.

A very important aspect of any CBI programme is its ability to vet applicants and ensure that only honest individuals who can account for how they make a living are accepted into the programmes.

“We are on an ongoing drive to continuously enhance the due diligence processes of our programme as we are very keen to protect its integrity and value,” noted Mc Claude Emmanuel.

With ongoing geopolitical tensions, special attention is now being given to jurisdictions that offer CBI programmes. The international community is concerned that these programmes may offer boltholes for suspect characters looking to evade the law.

International respect is vital for any CBI programme to thrive, and a layer of ongoing monitoring is becoming a key pillar of reputable CBI Units such as that of St Lucia. Caribbean nations are setting global best practices when it comes to advancements in due diligence processes.

The Citizenship Timeline Pillar looks at the average time taken for citizenship to be secured by the applicant. One of the key merits of CBI programmes is their ability to provide a rapid route to second citizenship; St Lucia was awarded top points for its short turnaround times, which takes three months for citizenship to be granted from the date the Authorised Agent is notified that the application has been accepted for processing.

The CBI Index recognises that the rise of increasingly complex family relationships is driving investors to seek programmes that allow for a more diverse range of family members to be included under a primary application.

As an additional layer of nuance to its scoring system, this year’s CBI Index also draws a distinction between family members who are allowed to apply with and obtain citizenship at the same time as the main applicant and those who can apply at a later stage and because of the main applicant has already received citizenship.

Multiple family member categories were considered, with points being awarded for adult children, parents, grandparents and even siblings. Additional merit was also given to programmes with provisions for family members of the main applicant’s spouse. Additionally, the degree of flexibility within each of these categories can differ radically from programme to programme.

St Lucia scored 8 out of 10 in the Certainty of Product pillar. This pillar encompasses a range of factors that measure a programme’s certainty across five different dimensions: longevity, popularity and renown, stability, reputation, and adaptability.

Longevity measures the age of a given programme while Popularity and renown evaluate the number of applications and naturalisations under each programme per year, as well as a programme’s eminence in the industry.

The reputation of a programme was determined by the amount of negative press or the number of scandals it has been linked to, affecting investors’ broader perceptions of the countries in which they invest. Just as important, however, is evidence that programme funds are being utilised for social good. Points were awarded for a jurisdiction’s transparent use of CBI funds, for example for the development of domestic healthcare, education, tourism and other infrastructure. One of the main ways that investors can become citizens of St Lucia is through its Economic Fund which Mc Claude Emmanuel has said will “benefit all St Lucians by investing in social interventions and assisting the country to be food secure as assistance will be given to local farmers.”

Lastly, adaptability reflects a programme’s ability to rapidly respond to, and sometimes even predict, the needs of applicants and the industry.

St Lucia continues to offer a popular programme with consistently high application volumes, stability with no caps on the number of applications or specific calls to end the programme, and adaptability both in respect of changes to keep the programme functioning during Covid-19 and its swift response to the Russian invasion.

St Lucia, along with Antigua and Barbuda, Dominica, Grenada and St Kitts and Nevis scored seven out of 10 in the Freedom of Movement pillar. St Lucia has access to 15 of the 20 key business hubs assessed in the 2022 CBI Index.

Lastly, St Lucia scored six out of 10 for its decent freedom, GDP growth and GNI scores.

Parents, students of East Jerusalem schools protest steps to cancel the Palestinian curriculum, impose Israeli

Parents and students of the Ibrahimia School in occupied East Jerusalem today held a protest outside their school against steps by the Israeli occupation authorities to prevent the school from using the Palestinian textbooks and curriculum and impose instead altered and distorted Israeli-issued textbooks.

Members of the Parents Committee said the Israeli Ministry of Education and the West Jerusalem Municipality have forced many schools in occupied East Jerusalem to teach the Israeli curriculum or use textbooks altered and distorted by the Israelis instead of the Palestinian textbooks that have been used for decades by threatening to cancel their teaching license if they continue to use the Palestinian textbooks.

As the new school year is about to start, parents and students of the Ibrahimia School on the Mount of Olives protested outside the school against the Israeli measures stressing that Israel seeks to alter everything the students learn about their history and culture and force them to learn the distorted Israeli narrative of their city, history and the history of this region.

The Parents Committee said the Israeli authorities have printed new textbooks similar to the ones provided by the Palestinian Ministry of Education but with alterations and omission of many facts, such as the Palestinian flag, national symbols, and other terms and historical facts, and replaced them with others in a way intended to deny the Palestinian students in occupied East Jerusalem the right to learn about their history, culture and the history of their city, Jerusalem, and country, Palestine.

The purpose behind this, said the Committee, is an attempt by the Israeli occupation authorities to abolish the students’ Palestinian identity and sense of being a Palestinian Arab, in addition to falsifying and distorting the facts about Jerusalem in particular and Palestine in general.

The Israeli authorities sent letters to Palestinian schools in East Jerusalem warning them that continuing to use the Palestinian textbooks in their original copy will lead to the suspension of their teaching license prompting some to alter their education plans and turn to the Israeli curriculum, while others decided to resist the Israeli plans.

“Our children have the right to learn the Palestinian curriculum without distortion,” said a parent of an Ibrahimia School student.

“Our presence here is the first stop for more protests to come later,” said another.

In defiance of the Israeli measure, the school and parents brought the original Palestinian textbooks and started to distribute them to the students who were outside the Ibrahimia School, which is supposed to open its doors on Monday for the new school year.

The Palestinian Ministry of Education said 1,385,000 students are expected to start the new school year on Monday in the West Bank and Gaza Strip in 3192 schools distributed into 2,333 government schools, 375 schools operated by the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), and 484 private schools.

Foreign Ministry to launch diplomatic steps to support demands by Palestinian freedom fighters in Israeli jails

The Ministry of Foreign Affairs and Expatriates said today it is embarking on legal and diplomatic steps around the globe at the instructions of President Mahmoud Abbas in support of the Palestinian freedom fighters incarcerated in Israeli jails and their just demands.

The Ministry said in a statement that orders were given to the ambassadors and missions of the State of Palestine around the world to reach out to foreign ministries and decision-makers in their host countries in order to expose the crimes and repressive measures of the Israeli occupation against the incarcerated Palestinian freedom fighters.

“This action aims to brief the states, the international community, the councils and organizations of the United Nations and the competent international bodies of the brutal [Israeli] aggression against our heroic prisoners, and to demand from them to assume their responsibilities and press the occupying power to deal with [the prisoners] as prisoners of war in accordance with the Geneva Conventions,” the statement reads.

The Foreign Ministry held the Israeli government fully and directly responsible for the lives of the prisoners, the systematic persecution and torture they are subjected to, and for their repercussions on the entire conflict.

Earlier today, Presidential Spokesman Nabil Abu Rudeineh said President Mahmoud Abbas was following with great interest and concern the unprecedented crackdown by the Israeli occupation authorities on the Palestinian freedom fighters in the Israeli prisons.

He said the President instructed Palestine’s ambassadors around the world, particularly in international organizations, to launch a wide range campaign to expose the crimes committed against the freedom fighters, which is in contradiction with the most basic human rights and all international laws.

President Mahmoud Abbas is following with great interest and concern the unprecedented crackdown by the Israeli occupation authorities on the Palestinian freedom fighters in the Israeli prisons, today said Presidential Spokesman Nabil Abu Rudeineh.

“The President affirms that this issue is at the top of our priorities and that we will not allow our heroes to be dealt with in this inhuman way,” he said in a statement.

The President instructed Palestine’s ambassadors around the world, particularly in international organizations, to launch a wide range campaign to expose the crimes committed against the freedom fighters, which is in contradiction with the most basic human rights and all international laws, said Abu Rudeineh.

“The President stressed that the prisoners are freedom fighters, that our Palestinian people and their leadership are united around them and their just cause, and that we will stand behind them until they achieve their freedom and the freedom of our people to establish their independent state with Jerusalem as its capital,” said the Presidential Spokesman.

Premier calls for immediate handover of Israeli-withheld bodies of slain Palestinians

Prime Minister Mohammad Shtayyeh called today for the immediate handover by Israeli occupation authorities of the bodies of scores of Palestinians killed by Israeli occupation forces over the past years.

In a press statement on the occasion of the National Day for Retrieval of the Bodies of Palestinian Martyrs, the Prime Minister urged all international human rights organizations to pressure Israel to immediately hand over the withheld bodies of the Palestinian martyrs for proper burial by their families.

“The Israeli occupation’s withholding of the bodies of martyrs is a war crime that is accountable under international law and international humanitarian law,” said Shtayyeh.

Meanwhile, activists held a vigil at Ibn Rush Square in the city of Hebron, south of the occupied West Bank, demanding the Israeli occupation authorities to hand over the bodies of nearly 103 slain Palestinians held in Israeli mortuaries and 256 others buried in Israeli number cemeteries.

The vigil was called for by the National Campaign for Retrieval of the Bodies of Palestinian Martyrs, and participants waved banners calling upon human rights organizations to intervene and press the occupation authorities to hand over the bodies of Palestinians killed by Israeli occupation forces.

Israel has long been criticized by human rights advocates for its policy of withholding the bodies of Palestinians killed by its forces during alleged attacks on Israelis.

Documents by Jerusalem Legal Aid and Human Rights Centre (JALIC) show that there are more than 256 bodies in the cemeteries of numbers, named after a numbering system that replaces names on graves.

Israel’s policy of indefinitely holding the bodies of Palestinians as bargaining chips brings enormous harm and pain to bereaved families seeking a final look at their loved ones before giving them a dignified burial.

International law considers the practice a violation of human rights. The Geneva Conventions state that the parties of an armed conflict must bury the deceased in an honorable way, and “if possible according to the rites of the religion to which they belonged and that their graves are respected, properly maintained, and marked in such a way that they can always be recognized”.

Palestinian freedom fighters in Israeli prisons to step up their protests by dissolving their organizational bodies

Palestinian freedom fighters incarcerated in Israeli prisons due to their resistance of the occupation are expected to embark tomorrow on new steps in their struggle against the Israel Prison Services (IPS) by dissolving their organizational bodies in all the prisons.

The Palestinian Prisoner Society (PPS) told WAFA that dissolving the organizational bodies means that the prison administration becomes obliged to deal with prisoners as individuals, and not through the organizations representing them.

Tension was high in the prisons yesterday after the IPS decided to double the isolation time of prisoners, take away electrical devices from several sections in the prisons, and summoned additional forces in several prisons.

The Prisoners and Ex-Prisoners Affairs Commission said repression units were present in large numbers at the entrances to many prisons as prison officials and intelligence officers have intensified their tours of prison departments, and that large numbers of police dogs are being used in an unprecedented manner and are continuously present near the entrances of the sections.

It is worthy to note that the prisoners refused last Wednesday to leave their cells for security checks and returned the meals as a protest step approved by the prisoners’ Higher Emergency Committee after the IPS reneged on the agreements and understandings that were reached with the representatives of the prisoners last March related to issues and details of their living conditions.

The prisoners also decided on that Mondays and Wednesdays are days to implement the initial protest steps that will end early next September with an open hunger strike in all the prisons.

The PPS said the decision to go on hunger strike will depend on the position of the IPS, whether or not it continues with its actions against the prisoners.

There are around 4550 Palestinian freedom fighters in Israeli jails, including 31 women and 175 minors, including a girl, and more than 700 administrative detainees.

Occupation army orders demolition of two rooms near Bethlehem

The Israeli occupation army ordered today the demolition of two rooms annexed to a home in the village of al-Walaja, in the occupied West Bank district of Bethlehem, according to a local source.

Arafat Abu Rezq, the owner of the house, told WAFA that he was notified by the occupation army that he has a deadline of 15 days to demolish the two rooms which he recently annexed to his house, under the pretext of lacking an Israeli building permit.

He said the army told him that in the event that he didn’t demolish the two rooms, army would come back after the deadline and demolish the two rooms at his own expense.

Israel denies planning permits for Palestinians to build on their own land or to extend existing houses to accommodate natural growth, particularly in occupied East Jerusalem and in Area C, which constitutes 60 percent of the occupied West Bank and falls under full Israeli military rule, forcing residents to build without obtaining rarely-granted permits to provide shelters for their families.

According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the Israeli occupation authorities demolished, seized or forced people to demolish 96 Palestinian-owned structures across the West Bank, including East Jerusalem, during June 2022.

Khoury demands international protection for Palestinians in Israeli prisons

Ramzi Khoury, Head of the Higher Presidential Committee for Church Affairs, called today on the international community and human rights institutions to immediately intervene to protect the Palestinian prisoners in Israeli prisons, and to press the Israeli occupation government to implement previously reached understandings regarding the prisoners’ issue.

In a press statement, Khoury denounced the measures taken by the Israel Prison Service against the prisoners, including strict solitary confinement of many of them and the confiscation of electrical appliances from the rooms in several sections in the various prisons.

“The occupation government is not satisfied with depriving thousands of families of their children, but continues its arrogance against our heroic prisoners, torturing them and imposing penalties and arbitrary measures against them,” said Khoury.

He noted that the Israeli measures against the prisoners violate the Third Geneva Convention on the Treatment of Prisoners, Articles 46 and 48 of which provide for the need to provide a safe environment in the event of a transfer of prisoners and the need to inform them in advance of their transfer. Khoury added that Article 3 of the Convention prohibits attacks on life, physical integrity and personal dignity.
