Senate approves 2023 Real Estate Property Law

A Senate session, chaired by its president, Faisal Fayez, and in the presence of the Cabinet, on Thursday approved a bill amending the 2023 Real Estate Property Law, as sent from the Lower House. During the debate, Senate declined a proposal to return the draft to its competent committee to launch further dialogue, especially Article 3 amending Article 11 of the original law, to end fears related to ownership transfer of state lands to other parties. This effort came after the bill allowed transfer of state land ownership to wholly- owned government investment funds or companies , and opened the door to offer some plots as in-kind shares in investment projects. The senators recommended the government to consider the Upper House’s deliberations on amending Article 11 as a reference to issue future regulations to implement the law’s provisions, referring to steps aimed to set controls that prohibit the investor from running real estate as property. On a related context, the Senate called on the government to study all ownership forms worldwide, which end with restoring land ownership to the state after a period of time, urging efforts to outline a study on similar projects in the Kingdom and send their details to the Upper House.

Occupation authorities impose heavy fines on shopkeepers in Jerusalem’s Old City

Israeli tax authorities imposed unreasonably heavy fines today without any reasons against several Palestinian shopkeepers in the Old City of Jerusalem, according to witnesses. Staff of the Israel Tax Authority accompanied by Israeli police stormed several Palestinian shops at Sultan Sulayman and Salah ad Din Streets in Jerusalem’s Old City and handed unreasonable fines to the shopkeepers. Although Palestinians in East Jerusalem, a part of the internationally recognized Palestinian Territory that has been subject to Israeli military occupation since 1967, they are denied their citizenship rights and are instead classified only as “residents” whose permits can be revoked if they move away from the city for more than a few years. They are also discriminated against in all aspects of life including housing, employment and services, and are unable to access services in the West Bank due to the construction of Israel’s separation wall.

Israeli settler runs over a Palestinian woman in Hebron

A Palestinian woman was injured tonight after being run over by an Israeli settler in the neighborhood of Tel Rumeidah, in the occupied West Bank city of Hebron, according to witnesses. An Israeli settler riding a motorbike rammed his bike into the woman, causing her bruises and cuts, said the witnesses. She was provided with medical care by medical personnel at the scene of the attack. Meantime, Israeli settlers attacked several homes in the neighborhood and harassed their inhabitants. There were no reports of injuries. Israeli settler violence against Palestinians and their property is commonplace in the West Bank, and is backed and supported by the hard-right Israeli government. There are over 700,000 Israeli settlers illegally occupying portions of the West Bank in violation of international law and established norms prohibiting the relocation of the occupying power’s civil population to the land of the occupied.

Insan organization condemns crime of torturing citizen Shehab in STC prisons in Lhaj

Insan Organization for Rights and Freedoms denounced the crime of assault against the Yemeni citizen, Muhammad Jamal Ahmed Shehab, after he was kidnapped from his workplace in the city of Al-Houta, Lahj province, last week.

The organization stated in a statement, a copy of which was received by the Yemeni News Agency (Saba), that it followed up the crime of assaulting the life of citizen Shehab, a resident of the city of Al-Houta in Lahj province, at the age of 31, after he was kidnapped from his workplace, arrested and tortured, which led to the loss of his life inside a prison the so-called Transitional Council in Lahj.

It affirmed its condemnation of all similar abuses and crimes that violate the human rights of civilian citizens.

The organization called on the international community and the United Nations to put pressure on the de facto authorities in the southern provinces to prevent the recurrence of such grave violations against civilians and to hold the perpetrators accountable, stressing the proper treatment of prisoners in accordance with international laws and norms.

Minister of Fisheries inspects progress of work on project to deepen sea gate of fishing port in Hodeida

The Minister of Fisheries, Muhammad Muhammad al-Zubairi, and the head of the General Authority for Fisheries in the Red Sea, Hussein Hamid al-Attas, inspected on Thursday the progress of work on the project to deepen the sea gate of the fishing port in Hodeida, funded by the Agricultural Projects and Initiatives Finance Unit in the province.

Minister Al-Zubairi stressed the importance of expediting the implementation of the project in accordance with the agreed specifications, which ensure the achievement of the desired goals in developing the port and alleviate the suffering of fishermen.

After that, Al-Zubairi and Al-Attas made an inspection visit to the coastal marina of Balaa in Al-Durayhimi, where he was briefed on the nature of the work there and its needs that serve the fishermen who frequent it to market fish.

Transport Minister inspects operational process in Hodeida port & mechanism for receiving ships

The Minister of Transport, Abdul Wahhab Al-Durra, inspected on Thursday the progress of the operational process in the port of Hodeida.

Minister Al-Durra, along with the head of the Yemeni Red Sea Ports Corporation, Captain Muhammad Ishaq, was briefed on the commercial and navigational activities in the port’s berths, the movement of handling and unloading of ships, and the services provided to ships.

The Minister of Transport also visited a number of berths and the container terminal in the port and was briefed on the mechanism for receiving ships waiting at the draft and the procedures followed for their entry to the designated berths. He listened to a number of importers, shipping agents and customs brokers explaining the facilities provided by the Corporation and the authorities operating in the port to unload, inspect and transport the goods.

The Minister of Transport stressed the importance of improving the services of loading and unloading goods and the integration between the various facilities operating in the port with the shipping companies. He hailed the efforts of the Corporation’s leadership and cadres in revitalizing the port of Hodeidah, loading and unloading work, and providing more facilities for shipping companies and businessmen.

Oil Prices Down on Weaker Growth in China, US Rate Hike Jitters

Oil prices fell in early trade on Thursday, extending losses to a fourth consecutive session on fears of slowing growth in China and possible further US interest rate hikes weakening fuel demand in the world’s two biggest economies.

Brent crude futures fell 37 cents, or 0.44%, to $83.08 a barrel, while US West Texas Intermediate crude was down 39 cents, or 0.49%, to $78.99 a barrel.

China’s central bank unexpectedly cut key policy rates for the second time in three months this week but analysts worry it may not be enough to arrest the economy’s downward spiral.

Minutes of the US Federal Reserve’s July meeting released on Wednesday also weighed on oil prices, as they showed that the central bank’s officials continued to prioritize the battle against inflation.

Qatar’s CPI Records Increase of 0.37% in July 2023

The Planning and Statistics Authority (PSA) has released the Consumer Price Index (CPI) for the month of July 2023. The CPI of July 2023 reached 106.87 points showing an increase of 0.37% when compared to CPI of June 2023. Compared to CPI of July 2022, Y-o-Y basis, an increase of 3.11% has been recorded in the general index (CPI) of this month.

When comparing the main components of CPI for the month of July 2023, with the previous month June 2023 (Monthly change), it is found that, there was an increase in five groups, other five groups decreased, and remain two groups unchanged.

The groups showed increased as a follow: “Recreation and Culture” by 3.52%, “Food and Beverages” by 1.63%, “Communication” by 1.30%, “Transport” by 0.96%, and “Clothing and Footwear” by 0.17%.

A decrease has been recorded in “Restaurants and Hotels” by 3.49%, followed by “Miscellaneous Goods and Services” by 1.64%, “Health” by 1.28%, “Housing, Water, Electricity and other Fuel” by 0.70%, and “Furniture and Household Equipment” by 0.13%, “Tobacco” and “Education” remained flat at the last months price level.

This Y-o-Y price increase primary due to the prices rising in eight groups namely: “Communication” by 15.85%, “Recreation and Culture” by 6.84%, “Housing, Water, Electricity and other Fuel” by 4.49%, “Education” by 4.06%, “Transport” by 2.53%, “Furniture and Household Equipment” by 2.13%, “Food and “Beverages” by 1.54%, and “Health” by 0.33%.

A decrease has been shown in price levels in “Restaurants and Hotels” by 4.65%, “Clothing and Footwear” by 0.31%, and “Miscellaneous Goods and Services” by 0.08%. No changes recorded on “Tobacco”.

The CPI of July 2023 excluding “Housing, Water, Electricity and other Fuel” group stands at 109.59 point, recorded an increase by 0.62% when compared to the index of June 2023. Compared with its counterpart in 2022, the CPI of July index increased by 2.77%.

Gold Nears 5-Month Lows

Gold prices touched five-month lows on Thursday, as the US dollar and Treasury yields gained momentum after recent upbeat economic data added weight to expectations that the Federal Reserve would carry on with its policy tightening.

Spot gold reached $1,891.70 an ounce, logging its weakest levels since March.

US gold futures shed 0.3% to $1,921.80.

In other metals, spot silver jumped 0.2% to $22.42 an ounce, and platinum reached $882.50, having touched its lowest levels since October. Palladium lost 0.3% to $1,205.70.

Benchmark 10-year US Treasury yields hit a 10-month high, boosting the dollar to its highest level since mid-June and drawing investors away from non-interest-bearing gold.

Christie’s hosts largest Arab art exhibition in London

London’s largest exhibition of modern and contemporary Arab art is being hosted by Christie’s, a leading global portfolio of art and luxury services, this summer.

On display at the exhibition are collections from “Kawkaba’ (constellation) – a collaborative initiative between Barjeel Art Foundation based in the UAE emirate of Sharjah, and the London-based Christie’s.

The exhibition presents over 150 works across mediums including paintings, sculpture, drawings, and installations spanning 80 years of creativity from 1939 to 2023.

These include works of the UAE artist Hassan Sharif, and other Emirates artists who introduced conceptual art to the region.

This Arab art exhibition, which is the first of its kind in London, is a window into the soul of the Arab world revealing an exploration of the region’s richness while paying tribute to its unwavering resilience and boundless creativity.

It is arranged by a unique partnership between the United Arab Emirates Ministry of Culture and Youth and Barjeel Art Foundation.
