The Commonwealth of Dominica Enhances Security and Management of the Citizenship by Investment Programme

Roseau, Aug. 29, 2023 (GLOBE NEWSWIRE) — The Commonwealth of Dominica has taken significant steps to bolster the security and management protocols for its Citizenship by Investment Programme, aimed at fortifying the integrity and longevity of the programme.

Dr. Roosevelt Skerrit, the Prime Minister of Dominica, has been collaborating closely with various stakeholders, including international consultants, to conduct a comprehensive audit of the investment migration programme. Building on an initial audit undertaken last year by a UK consulting firm, the government has been actively implementing new and improved processes through the Citizenship by Investment Unit.

During his recent Budget Speech, the Prime Minister unveiled plans to enlist a globally vetted management consulting firm to oversee the overall operations and management of the Citizenship by Investment Programme. While Dominica already boasts a proactive due diligence process, the government is committed to its further reinforcement, vowing “to leave no stone unturned to strengthen it.”

Over the past 18 months, the Government of Dominica has undertaken several measures to elevate the security of its investment migration programme.

A United States-based firm has already conducted anti-money laundering and counter-terrorism financing training for all Citizenship by Investment Unit staff as the Unit undergoes restructuring. The CBIU was restructured under the supervision of an expert compliance officer to ensure that all procedures were updated, quality control measures strictly followed, and all IT systems upgraded.

The government made a bold move at the start of the year, giving notice of its intent to revoke the citizenship of those who made false declarations or misrepresentations in their applications, particularly relating to previous visa rejections from countries with which Dominica has visa-free treaties.

Dominica has also introduced biometric travel documents and updated its naturalisation certificate, enhancing its security features.

Citizens of the Kurdistan region in Iraq, Russia and Belarus do not qualify for citizenship in Dominica as international security authorities have flagged the regions as high risk. Moreover, the government introduced legislation providing an enhanced due diligence fee for applicants from specific countries. This enhanced due diligence fee offers the government additional resources to thoroughly scrutinise applicants from these countries.

The country also issued regulations to restrict citizens from changing their names.

Dominica has distinguished itself as the first Caribbean country to implement mandatory interviews as part of the citizenship by investment application process – a requirement agreed upon with the United States at a roundtable earlier this year.

“We also devised a new rigorous risk assessment and hired firms from the United States and the United Kingdom to begin interviews with all CBI applicants,” Prime Minister Skerrit said in the Parliament.

In addition to international firms in the US and UK conducting due diligence checks, Dominica’s Financial Intelligence Unit will also assist with the due diligence process. This includes reporting rejected applicants to the JRCC monthly and permitting the JRCC to share that information with the other CBI jurisdictions in the OECS.

Dominica is leading discussions in the region to collaborate on safeguarding the citizenship by investment industry; and has taken measures to emphasise its dedication to cooperating with global stakeholders and enhance the due diligence process to reduce threats from illicit actors.

In addition to these recent changes, new risk mitigation actions include:

  • Thorough assessment and reduction of the number of agents and promoters of the country’s Citizenship by Investment Programme, who will be strictly monitored, along with developers, to ensure compliance with current regulations governing the advertisement of Dominica’s Citizenship by Investment Programme.
  • Strict enforcement of regulated citizenship fees to prevent any undercutting.
  • Strengthening of policies and legislation to maintain competitiveness and alignment with international best practices.

Dominica’s rigorous due diligence and vetting processes make it extremely difficult for any illicit individual to qualify for citizenship. Background checks occur on the ground where the applicant lives and works, via online databases and now in person.

The Prime Minister has reiterated that Dominica will maintain robust due diligence processes to ensure the country meets international standards and alleviates any security concerns.

US State Department Calls on Russia to Protection Diplomats Summoned for Interrogation

The US State Department called on Russia to adhere to the Vienna Convention on Diplomatic Relations, against the backdrop of Moscow’s intention to interrogate two diplomats working at the US Embassy on charges of collecting classified information.

“Russia is obligated under the Vienna Convention on Diplomatic Relations to treat diplomats with due respect and to take all appropriate steps to prevent any attack on their person, freedom, or dignity, and we expect them to fulfill that obligation,” the US State Department said in a statement.

The United States considered the accusations against Robert Shonov to be entirely unfounded and said that he worked in strict compliance with Russian laws and regulations.

Robert Shonov was detained in Russia in May. He is accused of cooperating on a confidential basis with a foreign state. According to Russia’s Federal Security Service (FSS), Shonov collected information for the US Embassy in exchange for compensation.

UN Completes Pivotal Chapter in Operation to Prevent Oil Spill from Safer Tanker

The specialist team that safely stabilized and transferred over one million barrels of crude oil from a decaying supertanker off the cost of Yemen, left the site on Monday, marking the end of a pivotal chapter in the UN-led operation to prevent a potentially disastrous oil spill in the Red Sea.

The UN and the broad group of partners that support the Safer project have so far succeeded in preventing the worst-case scenario of a massive oil spill in the Red Sea which with obvious potential catastrophic environmental, humanitarian and economic repercussions,” UN Spokesperson Stephane Dujarric said at a regular UN press briefing, in New York.

Oil from the Safer was transferred to the replacement vessel Yemen, formerly known as Nautica. The Yemen cast off from the Safer to a holding anchorage point pending the installation of specialized equipment for safely storing the volatile cargo, he added.

“However, critical work remains,” Dujarric continued, noting that a specialized buoy is yet to be delivered and installed to moor the Yemen to the Safer for safe storage of the oil, as well as the towing and recycling of the old tanker.

To complete the project, $22 million is still required. Generous Member States, the private sector and the global public have already provided $121 million in funding.

Constructed in 1976 as a supertanker and converted a decade later to be a floating storage and offloading facility (FSO) for oil, the Safer is moored about 4.8 nautical miles off the coast of Hudaydah Governorate in Yemen.

The vessels structural integrity deteriorated significantly due to lack of repair and maintenance following the outbreak of the war in Yemen in 2015, putting the ship at risk of breaking apart.

4.8-Magnitude Earthquake Jolts Konya in Central Turkiye

An earthquake measuring 4.8 on the Richter scale jolted Tuesday morning in Kulu, Konya, central Turkiye.

In a statement, the Turkish Disaster and Emergency Management (AFAD) stated that the tremor was at a depth of 13.57 km.

No reports of material or human losses have emerged as a result of the earthquake.

On Feb. 6, a violent earthquake measuring 7.7 on the Richter scale struck southern Turkiye and northern Syria followed by another with a magnitude of 7.6 and thousands of strong aftershocks, which resulted in tens of thousands of victims and massive damage and destruction to buildings and property in the two countries.

Border Forces Arrest Foreign Infiltrators In Dohuk

Today, Tuesday, the Border Guard Forces Command announced the arrest of foreign infiltrators who tried to cross the border illegally in Dohuk Governorate.

The command stated in a statement that “a force from the third regiment in the first border brigade within the first region borders command managed to arrest 12 foreign infiltrators who tried to cross the border illegally in Dohuk governorate.”

It explained that “they were handed over to the competent authorities to take legal measures against them.”

The Supreme National Plan To Reduce Illegal Immigration Approved

The Ministry of Migration and Displacement announced today, Tuesday, the approval of the supreme national plan to reduce illegal immigration.

The ministry said in a statement, “In implementation of the directives of Prime Minister Muhammad al-Sudani, Minister of Migration and Displacement, Evan Faiq Jabro, chaired a meeting to discuss the supreme national plan to reduce illegal immigration, at the ministry’s headquarters, in the presence of members of the main and sub-committee that represented most of the relevant ministries and institutions.”

According to the statement, the plan was approved after an extensive discussion of its most important objectives, which focused on (the media and awareness axis, the legal and policy axis, the axis of social, demographic and cultural dimensions, the economic and labor market axis, the axis of international cooperation and commitments, the security axis, and the axis of migration governance).

Russian MoD: Ukrainian Train Carrying Artillery Ammunition Destroyed In The Direction Of “Donetsk”

The Russian Ministry of Defense announced that Ukrainian military train carrying artillery ammunition was destroyed in the direction of the “Donetsk” province, on the border with Ukraine, with a missile attack.

A statement issued by the ministry said, “The reconnaissance unit of the Russian forces revealed the arrival of a military train carrying artillery ammunition to the unloading station, and the coordinates of the target were immediately transmitted to the crew of the ground-based missile system, which carried out a high-precision strike.”

The statement added that as a result of the destruction of the train, the vehicles were destroyed with artillery ammunition, as well as about 30 Ukrainian soldiers were killed and about 10 units of Ukrainian military equipment were destroyed.

Oil Prices Decline Amid Concerns About Demand

Oil prices declined today, Tuesday, with growing concerns about the impact of possible increases in interest rates in the United States on demand, exceeding the effects related to the tropical storm off the coast of the American Gulf, and its impact on oil supplies.

Brent crude fell by 19 cents, or 0.2 %, to $ 84.23 a barrel, while US West Texas Intermediate crude fell by 24 cents, or 0.3 %, to $ 79.86.

Investors are awaiting the release of important data about the US economy later this week that will help determine the course of interest rates this year and next.
