جلوبيليك، شركة الطاقة المستقلة الرائدة في إفريقيا وشريكاتها، إليكتريسيدادي دي موزمبيق، إي بي (EDM) وساسول، تعلن الإغلاق المالي لمشروع كهرباء سنترال تيرميكا دي تيماني (CTT)

مابوتو، موزمبيق، 10 ديسمبر 2021 / PRNewswire / — تقدم مؤسسة التمويل الدولية تمويل بالدين لمشروع بقيمة 652.3 مليون دولار أمريكي جنبًا إلى جنب مع المشاركين في القرض من الفئة “ب”؛ وهما بنك تنمية ريادة الأعمال الهولندي ( FMO ) وصندوق البنية التحتية الناشئة في أفريقيا (بإجمالي 253.5 مليون دولار أمريكي) وشركة تمويل التنمية الدولية الأمريكية (DFC) (191.5 مليون دولار أمريكي تقريبًا) وصندوق الأوبك للتنمية الدولية (صندوق الأوبك) (50 مليون دولار أمريكي). وقدمت و كالة ضمان الاستثمارات المتعددة الأطراف ( MIGA ) ما يصل إلى 251.3 مليون دولار في صورة تأمين ضد المخاطر السياسية إلى المستثمرين في الأسهم من القطاع الخاص.

يتكون مشروع CTT ، الذي يقع في تيماني بمقاطعة إنهامبان، من محطة طاقة تعمل بالغاز بقدرة 450 ميجاوات ستقوم بإمداد الطاقة إلى EDM بموجب اتفاقية رسوم عبور مدتها 25 عامًا. ومن المتوقع أن يوفر مشروع CTT الكهرباء لتلبية طلب 1.5 مليون منزل وسيسهم بنحو 14٪ من قدرة إمداد الكهرباء المتاحة لتلبية الطلب في موزمبيق.

يتماشى المشروع مع اتفاقية باريس وسيدعم انتقال الطاقة المستدامة على المدى الطويل في موزمبيق إلى صافي انبعاثات صفري بحلول عام 2050. ويسمح التكوين الفني والتجاري المرن لمشروع CTT بإمداد متغير من الطاقة الأساسية والقابلة للتوزيع وسيوفر طاقة تكميلية حتى تتمكن موزمبيق من مضاعفة مشاريع توليد الطاقة المتجددة على شبكتها ومتابعة تطوير طاقة الكربون الأقل. بالإضافة إلى ذلك، يمكن تطوير توربينات سيمنس SGT-800 التي تم اختيارها للمحطة للتعامل مع محتوى الهيدروجين العالي مما يقلل بشكل أكبر من تأثير الكربون بالمحطة.

كما يقوم مشروع CTT أيضًا بتثبيت خط نقل جديد عالي الجهد بطول 563 كم (مشروع النقل من محطة تيماني (TTP) ) ويؤمّن المرحلة الأولى من ربط الشبكة الجنوبية بالشبكات الوسطى والشمالية لموزمبيق. وسيؤدي ذلك إلى إنشاء ممر للكهرباء وضمان شبكة أكثر استقرارًا وأمانًا وتمكين ربط مشاريع توليد الطاقة المتجددة المستقبلية. وتملك شركة EDM مشروع TTP وسيتم تمويله باستخدام منحة وتمويل ميسر مقدم من البنك الدولي وبنك التنمية الأفريقي والبنك الإسلامي للتنمية وصندوق الأوبك والحكومة النرويجية. وستشهد سلسلة القيمة بأكملها (تطوير الغاز ومحطة الطاقة التي تعمل بالغاز والبنية التحتية للنقل) استثمارًا يزيد عن ملياري دولار أمريكي.

وصرح عبد الحميد الخليفة مدير عام صندوق الأوبك قائلًا: “يدعم صندوق الأوبك تطوير محطة تيماني لتوليد الكهرباء فضلًا عن البنية التحتية التكميلية لنقل الطاقة من خلال تسهيلات قروض القطاعين العام والخاص. وتعكس مساعدتنا التزامنا بالهدف السابع من أهداف التنمية المستدامة – وهو طاقة نظيفة وبأسعار معقولة. وبمجرد اكتمال محطة تيماني، ستزيد من إمداد الطاقة الفعالة بأسعار معقولة إلى المنازل والشركات والصناعات مما يسهم في التنمية الاجتماعية والاقتصادية في موزمبيق والمنطقة”.

وأكد وزير الطاقة والثروة المعدنية، السيد إرنستو ماكس إلياس تونيلا، على ذلك قائلًا: “تدعم حكومتنا اتفاقية باريس بشكل كامل لأنها بلد معرض لخطر أسوأ آثار تغير المناخ. ونحن نعمل على تنفيذ خطط إزالة الكربون طويلة الأجل الخاصة بنا بما يتماشى مع هذه الاتفاقية ويتوافق مشروع CTT تمامًا مع نقلنا للطاقة الذي يشمل أيضًا تطوير مشاريع الطاقة المائية والطاقة الشمسية وطاقة الرياح.”

ستتولى شركة المقاولات الإسبانية TSK إنشاء المشروع باستخدام تقنية توربينات الغاز الفعالة والمجرَبة من شركة سيمنس. وتتمتع شركة TSK بخبرة واسعة في تصميم وبناء محطات توليد الكهرباء ذات الدورة المركبة ذات الحجم المتماثل وستستفيد من خبرتها في البناء داخل البلاد خلال فترة الإنشاء التي تبلغ 34 شهرًا. ومن المتوقع أن يولد مشروع CTT حوالي 830 وظيفة أثناء إنشائه و90 وظيفة دائمة أثناء تنفيذ العمليات. يستثنى من ذلك الأعمال الهندسية وغيرها من الأعمال التي يتم إجراؤها خارج الموقع. وسيتم إعطاء الأولوية لمواطني موزمبيق لشغل الوظائف أثناء الإنشاء وتنفيذ العمليات. وتشير التقديرات إلى أن المشروع سيدعم خلق 14,000 وظيفة وسبل عيش غير مباشرة عندما يبدأ تشغيله في عام 2024.

‫Xinhua Silk Road: مدينة يوشي الصينية تسعى لتصبح مركزًا دوليًا للخدمات اللوجستية

بكين، 9 ديسمبر 2021 /PRNewswire/ — بعد بدء تشغيل خط السكة الحديدية الذي يربط بين الصين ولاوس، من المتوقع أن تتبوأ مدينة يوشي، إحدى المدن المهمة التي يمر بها خط السكة الحديدية جنوبي غرب مقاطعة يونان الصينية، مكانتها كمركز لوجستي دولي.

Settlers attack Palestinian homes, vehicles near Nablus

Hardcore Israeli settlers today attacked with stones homes and vehicles of Palestinians in the villages of Madama and Burin, to the south of Nablus in the occupied West Bank, resulting in minor damages to some of the vehicles but not injuries, according to local sources.

Ghassan Daghlas, an official who monitors Israeli violations in the area, told WAFA that colonial settlers from the illegal settlement of Yitzhar, built illegally on Palestinian land near the villages, gathered at a section of Route 60 and pelted stones at Palestinian vehicles driving at the road.

No injuries were reported, although some of the vehicles attacked sustained minor damage.

There has been an increase in settler-related attacks against Palestinians and their properties during the past few months.

The Israeli settlement of Yitzhar is notorious for its hardcore Jewish settler community who in the past few years committed countless attacks against Palestinians and their property, including arsons, stone-throwing, uprooting of crops and olive trees, attacks on vulnerable homes, among others.

Settler vandalism of Palestinian property in the occupied territories is almost a daily occurrence, and attacks by settlers are rarely prosecuted by Israeli occupation authorities.

EU representatives welcome holding the first phase of Palestine’s local elections

The European Union Heads of Missions in Jerusalem and Ramallah have welcomed the holding of the first phase of the local elections in Palestine on 11 December 2021, with 154 out of 376 local bodies included in the first phase.

The EU Missions stressed that the first phase must be followed by the announced second phase of local elections across all of the Palestinian Territory. “Local government institutions form the backbone of Palestinian society. It is vital that these institutions are accountable to the people they serve.”

The EU Missions affirmed that “it is the inalienable right of the Palestinian people to hold elections and choose their leaders. The EU Missions also call on the Palestinian authorities to especially facilitate, strengthen and support women and youth’s political participation.”

“The EU Missions in Jerusalem and Ramallah encourage an inclusive national dialogue on the way forward, promoting reconciliation and unity, and stand ready to engage in support of a roadmap leading towards national elections. Palestinian youth killed by Israeli military gunfire in Beita

Israeli occupation forces on Friday afternoon shot and killed a Palestinian youth during confrontations in Beit village, south of the West Bank city of Nablus, according to medical sources.

Jamil Abu Ayyash, 31, sustained a serious injury in the head after being hit with live ammunition by Israeli occupation soldiers in the village. He was rushed to a hospital for urgent treatment, but was announced dead of his wounds about an hour later.

Earlier today, Ahmad Jibril, the head of the Emergency and Ambulance Department at the Palestinian Red Crescent Society (PRCS), said that Israeli occupation forces opened fire towards the villagers who protested the pillage of their land to construct a new colonial settlement atop Jabal Sbeih (Sbeih Mountain) near the village.

The residents of Beita and the surrounding villages have been holding weekly Friday rallies to protest the construction of the new colonial settlement of Givat Eviatar atop Jabal Sabih as well as the seizure of lands belonging to the villagers of Beita, Huwarra, and Za‘tara to inaugurate a new settler-only bypass road.

Israeli forces have used fatal violence to disperse the rallies, killing nine Palestinians from the village and injuring over 600 others in about six months.

In addition to Mount Sabih, Israeli occupation forces have erected another colonial settlement outpost atop Mount Al-Arma, north of Beita, a few months ago, as both mounts enjoy a strategic location as they overlook the Jordan Valley, a fertile strip of land running west along the Jordan River which makes up approximately 30% of the West Bank.

Seizing the two hilltops represents a panoptical defensive tool as they would grant the Israeli occupation with a panoramic view over the Jordan Valley and the whole district of Nablus. This is why the Israeli occupation authorities have assigned them a place in its settlement expansion project.

The construction of the two colonial outposts atop Mount Sabih, south of Beita, and Mount Al-Arma, north of the town, besides to a bypass road to the west is an Israeli measure to push Palestinian villages and towns into crowded enclaves, ghettos, surrounded by walls, settlements and military installations, and disrupt their geographic contiguity with other parts of the West Bank.

The number of settlers living in Jewish-only colonial settlements across occupied East Jerusalem and the West Bank in violation of international law has jumped to over 700,000 and colonial settlement expansion has tripled since the signing of Oslo Accords in 1993.

Israel’s nation-state law, passed in July 2018, enshrines Jewish supremacy, and states that building and strengthening the colonial settlements is a “national interest.”

Israeli settlers take over water spring in northern Jordan Valley

Israeli settlers Friday morning embarked on restoration works for a water spring in Khirbet al-Farisiya area in the northern Jordan Valley, according to a local activist.

Aref Daraghmeh, a local human rights activist, told WAFA that settlers started the digging works in the vicinity of Khallet al-Khader spring and constructed a pool in the area as a means to seize the site.

He pointed that settlers have been carrying out restoration works in and around water springs in the West Bank as a means to take over them and deny Palestinians, including shepherd herders and hikers, access to them.

The Jordan Valley, which is a fertile strip of land running west along the Jordan River, is home to about 65,000 Palestinians and makes up approximately 30% of the West Bank.

Since 1967, when the Israeli army occupied the West Bank, Israel has transferred at least 11,000 of its Jewish citizens to the Jordan Valley. Some of the settlements in which they live were built almost entirely on private Palestinian land.

The Israel military has also designated about 46 percent of the Jordan Valley as a closed military zone since the beginning of the occupation in June 1967, and has been utilizing the pretext of military drills to forcefully displace Palestinian families living there as part of a policy of ethnic cleansing and stifling Palestinian development in the area.

Approximately 6,200 Palestinians live in 38 communities in places earmarked for military use and have had to obtain permission from the Israeli authorities to enter and live in their communities.

In violation of international law, the Israeli military not only temporarily displaces the communities on a regular basis, but also confiscates their farmlands, demolishes their homes and infrastructure from time to time.

Besides undergoing temporary displacement, the Palestinian families living there face a myriad restrictions on access to resources and services. Meanwhile, Israel exploits the resources of the area and generates profit by allocating generous tracts of land and water resources for the benefit of settlers.

Israeli politicians have made it clear on several occasions that the highly strategic Jordan Valley would remain under their control in any eventuality.
