India-France joint military drill kicks off in Meghalaya

India and France kicked off on Monday the 7th edition of India- France Joint Military Exercise at Umroi in northeastern Indian state of Meghalaya.

In a statement, the Indian Ministry of Defense said that the Exercise ‘SHAKTI’ conducted alternatively in India and France is scheduled to be held from 13th to 26th May.

The joint exercise aims “to enhance joint military capability of both sides to undertake multi-domain operations in a sub conventional scenario” with focus on operations in the semi-urban and mountainous terrain.

High degree of physical fitness, rehearsing and refining drills for operations at tactical level and sharing of best practices are the main objectives of the exercise.

“Tactical drills to be practiced during the Exercise will include response to a terrorist action of capturing a defined territory, establishment of a joint command post, and intelligence and surveillance center, securing of a helipad-landing site, small team insertion and extraction, special Heliborne operations, cordon
and search operations besides employment of drones and counter drone systems among others,” the statement added.

It is expected to help both the sides to share their best practices in tactics, techniques and procedures of conducting joint operations.

It will also help develop inter-operability between military personnel of the two countries in addition to cementing defense cooperation and bilateral relations between the two nations.

NHRC Chairperson Calls for Pressuring Israeli Occupation to End its Brutal War on Gaza

Chairperson of the National Human Rights Committee (NHRC) Maryam bint Abdullah Al Attiyah called for pressure on the Israeli occupation to halt its brutal war and aggression on the Gaza Strip, stop the genocide against the Palestinian people, address its consequences, and restore confidence in international law, human rights, and their instruments, thereby contributing to international security and peace.

She made these remarks during her speech at the seminar organized by the National Human Rights Committee in collaboration with the Independent Commission for Human Rights in Palestine and the Arab Network of National Human Rights Institutions, held at the United Nations headquarters in Geneva, Switzerland, on the implementation of the International Court of Justice’s orders on the responsibility of third states to prevent genocide in Gaza.

She emphasized that the seminar provided an opportunity to explore ways to stop the genocide being carried out by the Israeli occupation forces against the Palestinian p
eople in Gaza for more than two hundred days, noting that the war has caused destruction, tragedies, and violations exceeding those committed during World War II.

She stressed that the world’s ongoing witness to these events requires an international community stance in fulfilling its responsibilities to protect civilians. She affirmed that the Israeli occupation’s crimes have reached unbearable levels, rendering life in Gaza impossible amid the ongoing genocide of the Palestinian people in the region.

She called for the necessity of urging governments to respect the International Court of Justice’s decisions and United Nations Security Council resolutions, which call for ending killings and destruction, ensuring the entry of humanitarian aid into Gaza, and discussing and clarifying the roles of stakeholders, including national human rights institutions, in compelling states to fulfill their obligations as third parties under international law.

She urged more efforts to push governments to fulfill their re
sponsibilities as third parties under international law to pressure the Israeli occupation to stop its brutal war and aggression on Gaza, halt the genocide against our Palestinian people, and address its consequences.

She expressed hope that the efforts of national institutions advocating for humanity and international law principles and tools against the instruments of killing, destruction, injustice, and tyranny will unify in a journey to enhance and protect human dignity.

Director General of the Palestinian Independent Commission for Human Rights Dr. Ammar Dwaik, said that the International Court of Justice’s decision obligates states to act on the basis that Israel is violating its obligations under the Genocide Convention, including preventing and committing the crime. This means that states are violating their obligations arising from the Genocide Convention and international humanitarian law in general if they provide assistance, whether financial, technical, or material such as weapons, to Israel wh
ile it violates its obligations under international law.

He added that the case brought by Nicaragua against Germany in the International Court of Justice for participation in ongoing genocide and serious violations of international humanitarian law and other established principles of general international law occurring in Gaza is an example of third-party responsibility.

Chairperson of the National Council for Human Rights in the Arab Republic of Egypt Ambassador Moshira Khattab emphasized that what is happening in Palestine contradicts the obligations and requirements stipulated by the Genocide Convention. Turning a blind eye to supplying the aggressor with destructive weapons disproportionate to the other party’s capabilities in the ongoing war violates international law and undermines trust in it.

She emphasized the necessity for Israel to comply and implement an immediate, sustainable, and permanent ceasefire, provide the protection mandated by international law for Palestinians in Gaza, and restore t
heir dignity.

UNICEF affirms support for Syrian refugees in Lebanon

The United Nations Children’s Fund (UNICEF) affirmed on Monday that it would continue supporting the Syrian refugees in Lebanon by providing water and sanitation services in the camps despite the organization’s challenges.

“The organization is making every effort to ensure that it maintains its response and services to the most vulnerable communities, including Syrian refugee camps”, said UNICEF representative in Lebanon, Edouard Beigbeder.

He explained that this would be through continuing to provide clean water and good management of sanitation facilities to maintain public health and prevent any possible outbreak of water-borne diseases.

Bigbeder added that since 2020, there has been a “significant decline” in funding water, sanitation, and hygiene services for Syrian refugees, noting that this year, UNICEF needs USD 12 million to continue providing the “acceptable minimum” with its partners for water, sanitation, and hygiene services for Syrian refugee camps.

He mentioned that the total funding for th
is year did not reach USD four million.

In this context, Bigbeder called on donor countries to continue their financial support to continue providing services in refugee camps.

China Calls for Supporting Palestine Full Membership in UN

China has called for support of Palestine’s request for full membership in the United Nations and not to obstruct this endeavor in the UN Security Council.

Chinese Foreign Ministry spokesman, Wang Wenbin, said Monday, “We hope Palestine will become a full UN Member State soon and will enjoy full and?equal rights in the UN?like other Member States.” He further considered that promoting the independence of Palestine as a sovereign state provides a strong guarantee for implementing the two-state solution and achieving lasting peace in the Middle East.

The Chinese spokesman noted that his country supports the UN Security Council in reconsidering Palestine’s application to join the United Nations as soon as possible, in accordance with the requirements of the General Assembly resolution on May 10.

On May 10, the United Nations General Assembly adopted a resolution by an overwhelming majority, recognizing Palestine’s eligibility for full UN membership and recommending that the Security Council reconsider Palesti
ne’s application.

Kuwait Amir, Oman Sultan hold official talks

His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah held an official session of talks Monday with Sultan of Oman Haitham bin Tareq at Bayan Palace.

During the talks, the deep-rooted ties between the two countries were touched on as well as boosting bilateral relations in various fields, said Minister of State for Amiri Diwan Affairs Sheikh Mohammad Abdullah Al-Mubarak Al-Sabah.

The talks also dealt with ways of expanding frameworks to support and enhance the progress of the GCC, the most prominent issues of common interest, and the discussions of some matters in light of the latest events regionally and globally.

The talks were attended by Prime Minister Sheikh Ahmad Al-Abdullah Al-Sabah and top officials from both countries.

MOEHE Announces Cooperation Initiative with CISCO Academy to Train Technological Track Teachers, Students

Doha: The Ministry of Education and Higher Education, represented by the Information Technology Section of the Educational Guidance Department announced a cooperation initiative with Cisco Global Academy, with the implementation of its pilot phase in ten secondary schools for boys and girls until July 2024.

According to a statement by the MOEHE, the initiative aims to provide the necessary technical training for students of the technological track in grades 11 and 12, in addition to training computer teachers and information technology coordinators in cybersecurity, computer networks, programming and data science, operating systems, and information technology.

The MOEHE said that the content of these fields has been harmonized with the curricula and study units of the technological track.

The initiative also aims to prepare the technological and scientific track students and prepare them to enroll in colleges that offer various technical and technological tracks. It also aims to provide them with a set of
modern training programs and accompaniments approved by international institutions by employing the content of the Cisco Academy platform to enhance their digital competencies, enabling them to access this content to follow up on their achievement and to pass the electronic tests prepared for this by the procedures followed. The platform includes various training courses in cybersecurity, computer networks, programming, data science, and artificial intelligence.

In this context, Senior IT Guidance Expert at the Educational Guidance Department Aisha Al Mansoori said: “The implementation of the cooperation initiative with Cisco Academy comes as part of the ministry’s efforts to provide the educational field with a package of innovative initiatives that support teaching and learning processes in the technological field, especially in programming, artificial intelligence, and cybersecurity.” To make the most of the initiative, the MOEHE has identified all procedures conducive to student learning, including estab
lishing a virtual academy and inviting secondary schools to join the initiative. They established accounts for trainers certified by information technology coordinators and computer teachers. Seventy-one teachers from information technology departments in government schools have been trained. They have started creating virtual training programs on the platform, adding interested students, and training and equipping them as required in preparation for submitting electronic tests related to training programs on the Cisco platform. Following the successful pilot phase, the Ministry is poised to extend the benefits of this initiative to all students of the technology and scientific track in government secondary schools. This strategic move will continue until 2027, attracting more students to the technological track.

Cisco Academy is one of the leading technology academies. It provides specialized technology training for students and teachers in more than 190 countries, benefiting 17 million students and nearly
30,000 teachers worldwide.

Kuwaiti official stresses importance of Gulf Housing Week in Doha

A Kuwaiti official at the Public Authority for Housing Welfare (PAHW) stressed on Monday the importance of participating in the 2nd edition of Gulf Housing Week (GHW) held in Doha, Qatar.

Deputy Director General for Planning at (PAHW) Engineer Nasser Khuraibet said in a statement to KUNA that he participated with several experts in a panel discussion on planning and designing smart residential communities. He presented during the discussion Kuwaiti residential projects that PAHW carries out, pointing out that the Authority includes not only housing units but all public buildings and infrastructure works such as those in the cities of Al-Mutlaa, south Sabah Al-Ahmad and south Saad Al-Abdullah.

He added that the Authority will participate in the meeting of ministers concerned with housing affairs for the Gulf Cooperation Council Countries due in Doha next Thursday. The Second GHW, organized by the Qatari Ministry of Social Development and Family in cooperation with the General Secretariat of the Cooperation C
ouncil for the Arab States of the Gulf, began on Monday and continues until May 16.
